I wouldn't upgrade, I find Win8.1 to be ok, albeit with Classic Shell installed (though one might argue it shouldn't need a 3rd party software to make it acceptable).

If indeed there were to do this they could put out the upgrade automatically via windows update then they will in short order eliminate all windows 8.x machines out there meaning they can stop supporting Win 8 totally
Which would be a major cost savings to them.

There are still people running Vista...

Same here, to be fair to Win8.1 I find it as least as good as Win7 and boot times good. I couldn't stand the default Metro interface and stupid tile interface. I found it tiresome, install Classic Shell and it's a worthy contender although I'd not upgrade my Win7 PC's to Win8 but on a newly bought PC it's acceptable.

I must admit I like window 8.1 I suppose a lot depends on the way you use your PC I know some things take an extra click or two but I find the fast boot time compensates for that.

No transparency/glass; the taskbar still has it, but not window borders.
Window side & bottom borders are thin, but the top bar is still a big square eyesore.
They have managed to get a bit more perspective into it; I think someone on the team must've brought in a Mac and pointed out the concept of shadows.
The garish orange wallpaper of 8.1 isn't the default; the blue EVH one is quite pleasant.
The Start menu is there, but no transparency either; however it is part of the OS and slightly more responsive than Classic Shell's.
The system booted straight into the desktop; not sure if you get the Home Screen now.
Shutdown is now a standard circle with a half vertical line through it, though the resultant Sleep/Shutdown/Restart popup menu is in a different style to the start menu.
The silly sweep in from the right charm menu thing doesn't appear.
Curiously the install process' windows have rounded corners (Windows 7 style), but the installed Windows 8.2 (I mean 10, sorry!) is square.
Overall, it's an incremental change from the desktop perspective, and feels a little bit "cleaner" than 8/8.1.
However, I'm not sure if it merits a new version number let alone two!

I'm installing it on a spare computer and so far it has taken 40 minutes and it is now on applying PC settings 7%.

I just hope it doesn't take another 6 hours to download and install updates like Windows 7 did?

    Those are just marketing 'numbers'.

Windows is on version 6 and has been since Vista. (Windows 8.1 is version 6.3).

It took 60 minutes from me clicking setup to me seeing the desktop.

    So no improvement there.

Now to give it a test run.
