Next, tell us how the parking event is described in that letter.

Do they refer to other letters being sent with dates, by anyone at all in reference to this matter?

c-m, as I read it, I don't think toft has ever had anything at all i.e. no NTK, nor any letter from UKCPS, or anyone else until now. Have I missed salient info. now deleted?

toft - if you'd had debt collector's letters before now, you would have recognised them and linked them to what is still a strong memory of that day, 10 Oct 2012, wouldn't you?

It says that the land had conditions to restricted parking whereby parking without fully complying to s specific condition you contractually agreed to pay

Ring and tell them I bave no idea what they are talking about?
Send the letter recommended with the extra note ?

I may seem really stupid but I have never had a parking ticket in my life or a solicitors letter !

Are there any threats or consequences spelt out, for declining this invitation pay £275 to a bunch of strangers?

There is a ticket no. of some kind, as you wrote: 'It gives a ticket number and various costs '

I am also trying to ascertain whether this is a scamming demand of the type exposed in recent days, used by some Banks and utility companies.

If you mean 'recommend' in the postal sense - NO! Unnecessary. All that's ever required is a free Certificate of Posting. PO deems all 1st class letters delivered within 2 days: this is your proof.

If you mean you've seen a response 'recommended' somewhere on the newbies thread, tell us which one.

I have just added a link there showing someone's response to UKCPS which worked, got a cancellation before court. Have another look at the link.

This OP, Toooldforthis, won't have an update yet. I only just showed them that letter that Blissikins used, I doubt this OP has even sent it yet.
