lets say the rent is £450 per month /£103.85 per week Housing benefit may cover £85.The discretionary is to bring the payment closer to £103.85.
The two people I know who get discretionary payments are both disabled .One is aged 48 the other is 54.
One has had a heart attack two strokes and has early stages of parkinsons disease .
Neither will ever work again so they are dependent on benefits .
They cant move to cheaper accommodation as they need a bungalow .
They are in the cheapest suitable accommodation they can find .
One gets a £15 discretionary and pays no rent .The one with parkinsons get £7 discretionary and has to pay £8 rent .Discretionary payments are made for 6 months and then need to be reapplied for .

Thanks Old Git.
Those examples seems to be justified rather than what we are led to believe such as permanently unemployed people getting improved benefits.0 -
I'm with Santander through a broker. Just over £20 per c.m. Never had a problem, but then never had a claim either!0
