Again, just how another forum member extrapolated this discussion over ROAD cars to RACE cars, you are comparing a wankel engine to a rotary piston engine. Please tell me of another piston engined road car that has a displacement of only 1300cc and has the power of the RX8's wankel engine?
It is more accurate to say the 1300cc rotary engine is equivalent to a 2600cc piston engine. The size rating on a Wankel Rotary Engine is a little different because its internals are nothing like a piston engine. If you don't know how a Wankel works, see here:

The actual *full* displacement of these tiny engines from Mazda is 3.9L (really!), based on one complete revolution of the rotors. But one full revolution of the rotor creates 3 full rotations of the crankshaft. Since a piston engines rating is based on full displacement during 1 crank rotation they do that with the Rotary as well. So 1 crankshaft rotation is 1/3 of the 3.9L displacement, or 1.3L.
The reason the 1.3L Wankel gets rated as 2.6L for power output is that the combustion stroke is twice as long as in a piston engine. During a pistons travels during one crank rotation it is supplying power for 90 degrees of a 360 degree movement. A Wankel Rotary supplies almost 180 degrees of movement under the combustion phase of its rotation.
As for your statement of comparing the road times of the e46 m3 to the rx8 which happened to get the exact same times on the topgear track, I'm not sure what you are trying to insinuate here, but you should know that even the older e46 M3 and rx8 are on a different leagues in terms of performance no matter what kind of benchmark you try to measure with. I assume you probably thinking I'm talking rubbish but for your reference please see the following:

Your Yaris is perfectly capable of 'overtaking'. Can it do the same overtakes as your M3? No. Should it be banned from overtaking? No. I'm sure you've taken your Yaris to the red line to try to get the power out of it. The people you've watched overtaking badly, AREN'T doing this! They're cruising past and not actually USING the power in the engine.
This is a absolutely wrong and a very dangerous statement to make for new drivers who don't know better.
I have a 1.00 VVTI yaris and it does 0-60 in the high 13's. Similiar to a Aygo/C1/107 and VW Up I would guess. Overtaking with these cars in the speed range of 0-30mph maybe fine, if there is enough space ahead to overtake, HOWEVER with these cars they really do struggle to gain speed above 40mph. Their midrange power just isn't there, even when you drop down a gear and rev to 6k rpm. This is when overtaking with such vehicles can be tricky.
I remember on one occasion when I was merging onto a motorway and some stupid Fiesta (revving with all its might) tried overtaking me. I was not even trying to accelerate, just leisurely gaining speed from 2-3k RPM and that Fiesta still couldn't overtake me. I ended up have to brake to that it could overtake. And this is not the first time this has happened.0 -

It can be tricky...if you're an idiot...
For most people, it's quite simple...you speed up, you move out, you get back in - all in the space you can see.
If you're driving a slower car, you'll likely need more road to overtake. This isn't rocket science.0 -
I drive an 18 tonne lorry and manage to overtake enough cars/lorries.
Forward planning and reading the road ahead is all it takes.
