Jus FYI, anyone old enough to drive can apply for a photo provisional license.To get your first provisional driving licence online for a car, motorcycle or moped you must:
- be a resident of Great Britain - there’s a different service in Northern Ireland
- meet the minimum age requirement
- meet the minimum eyesight requirement
- not be prevented from driving for any reason
- pay £50 by MasterCard, Visa, Electron, Maestro or Delta debit or credit card
- have a valid UK passport or other form of identity
- have your National Insurance number if known
- provide addresses where you’ve lived for the last 3 years

I think you misunderstand what is happening - you're not being challenged because they think you're under 18, but because they think you're under 25. This is the fundamental flaw in the system.
The logic of it ought to be:
Looks under 18 - no sale without ID

Its hardly a flaw. The scheme has been in operation for over 5 years.
The scheme is to safeguard people not old enough to purchase alcohol and to prevent cashiers and business from landing huge fines.0 -
I'm 33. We moved house a few months back. While waiting for the keys after leaving our old house, I popped into Tesco to get a sandwich for lunch and also picked up a bottle of Moet. I got IDed.
I came to the conclusion that we must have moved to a decent area as the underage drinkers are richer than I was at that age.0 -

The whole point of Challenge 25 was because people can vary so much in how they look at different ages. 25 gives 7 years margin for error.
There is no flaw, except for those who want to buy alcohol and dont have ID. What is the point in challenging for ID if in your opinion you say if they dont have it, consider selling it anyway?!
All that means, if that was the system, that everyone over 18 would pitch a fit if ID'd. People pitch a fit (as evidence by the OP) when theyre ID'd under the current system, making it more complicated and adding in discretion will make it pointless.
Whats the point in discretion and faffing about?
Just ID if they look like they could possibly be under 25.
Its so simple. Why are we making it more complicated with caveats and discretion and messing about. No ID. No sale.0 -
