Had a reply back to my FOI from the DVLA:
Can you please supply me, broken down to yearly figures (going back to when first requested), how many registered keepers details requests you have received from APCOA Parking (UK) Ltd and also APCOA Facilities Management (Harrow) Ltd for the above site up to 30 Nov 14.
While DVLA holds information on the total number of enquiries processed on behalf of APCOA Parking (UK) Ltd this information is not held by location. Therefore details on the number of these enquiries that relate specifically to parking contraventions at Northwick Park and St Mark’s Hospital, Watford Road, Harrow is not held.
The following figures give the total number of electronic and manual enquiries made by APCOA Parking (UK) Ltd up to 30/09/14. DVLA collects statistics quarterly by financial year so figures from 01/10/14 to 30/11/14 are not currently held and will not be available until January 2015.

I sent hastening emails to both the DVLA and the BPA last night to find out how their investigations were proceeding. DVLA respond to the email at 09.28 and the BPA at 09,29. Now if I was into conspiracy theories...
DVLA have said that they asked APCOA for a copy of the landowner agreement with which they are expecting a response from APCOA by tomorrow (17 Dec).
They also stated that they can't suspend access to the database until a breach has been proven. I understand innocent until proven guilty, however when guilty equals breaking the law, would not be better to put proventitive measure in place to stop the potential risk of law breaking, than to carry on breaking the law in the mean time? If they were suspended for the duration of the investigation, it might concentrate APCOA's mind and they would respond quicker and they could always go back and request details for period of suspension, if proved innocent.0 -

Breaking the law is breaking the law. I think it would put DVLA in a difficult position if, having been warned of potential breaches of the Data Protection Act, they continued dishing out data regardless.
I am pursuing them very hard at the moment over a different PPC, and if I can prove that they've been dishing out data even after I'd warned them there could be a DPA breach the noise I've made so far will swell to a deafening level!Je suis Charlie.0 -

According to the letter dated 7th July 2014 it makes reference to an agreement dated 1st January 2014. So you will need to ask for a copy of this.0
