Thanks for continuing with this very important case. I really hope this exposes the scam for what it is.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0 -
Same address but different companies; according to the 31st December 2012 accounts it's Apcoa Facilities Management Harrow who manage the car park. This is a different company to Apcoa Parking UK.
They are all part of the same company, just look at the photo of the sign, the UK website, the parent company website and their history of expansion. The clue is in the fact they all have the same corporate logo. I'm sure they keep the FMG name on he books for their own reasons.0 -

It's irrelevant who owns who, legally they are distinct entities. One of them has a contract with the trust but isn't an AOS member, the other is an AOS member but apparently doesn't have a contract with the trust. Whichever of them is ticketing shouldn't be.Je suis Charlie.0 -

The above is from my POPLA appeal, so this confirms the wrong company are managing the car park.
I'm away to email the hospital now, to ensure they have sent me the correct contract and then I will email DVLA and BPA requesting that they are suspended from accessing Keepers details until it is confirmed that they are entitled to.0 -
Just emailed this to the hospital:Good afternoon,
Thank you for a copy of the contract yesterday as part of my FOI request. Can you please confirm that this is the correct and current in use contract?
My concerns are that it is dated 10 Feb 98. I have had a quick look through it and I see nowhere in the contract that APCOA are allowed to charge parking charges for breaches, it just relates to clamping, which has now been made illegal. If it is there, can you please point me to the relevant section?
Secondly and more importantly, the contract is with FMG (Harrow) Ltd and Lister Healthcare Group Limited. It appears that Lister has been dissolved and FMGH have been taken over by or renamed to APCOA FACILITIES MANAGEMENT (HARROW) LIMITED, company number: 03481526. However, the driver was issued the penalty charge by APCOA Parking (UK) Limited, company number: 02572947. The problem being, if there is no other contract, then APCOA Parking (UK) Limited are operating without the lawful authority of the Landowner and therefore illegally.
Can you please confirm this as a matter of urgency? If there is another contract, then can you please forward the correct contract in accordance with my FOI request?
In light of the above, I will be bringing this to the attention of the DVLA and requesting that they suspend APCOA from obtaining registered keepers details for this site until it is confirmed that they have the lawful authority of the Landowner.0 -
And to the DVLA:Good afternoon,
It has come to light as the result of an Freedom Of Information request that APCOA Parking (UK) Limited, company number: 02572947 are obtaining Registered Keepers details for Northwick Park and St Mark’s Hospital, Watford Road, Harrow.
I requested a copy of the contract from the hospital as part of FOI request, as I fought a penalty charge from APCOA. I received a copy of the contract yesterday from the hospital and the contract is with FMG (Harrow) Limited and Lister Healthcare Group Limited. It appears that Lister are now dissolved and FMG (Harrow) have been taken over by or renamed to APCOA FACILITIES MANAGEMENT (HARROW) LIMITED, company number: 03481526. As you can see APCOA Parking (UK) Limited, company number: 02572947 have no contract with Landowner and therefore have no authority to request the Keepers details and are in breach of the Data Protection Act. I have contacted the hospital to ensure that they have in fact sent me the correct contract.
Until evidence to the contrary arises, I contend that APCOA Parking (UK) Limited have no lawful authority to obtain Registered Keepers details for the above site and request that they are immediately suspended from doing so until they can prove that they have the lawful authority of the Landowner.
Freedom Of Information Request
Can you please supply me, broken down to yearly figures (going back to when first requested), how many registered keepers details requests you have received from APCOA Parking (UK) Ltd and also APCOA Facilities Management (Harrow) Ltd for the above site up to 30 Nov 14?0 -

I think an email to your MP with this info is also in order. Better still, present it to him if you get to meet with him in person.
I'm not quite sure how to rephrase, "I told you so" in polite non-confrontational I would like your help here but I need to educate you at the same time type of words though.
Oh, the Prankster, (may he live for a thousand years,) local and national press might be interested as well.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0 -
I was thinking about local paper to the hospital as it will have affected more local people, but I'll wait until hospital get back to me, just in case they have tried to fob me off with an old contract.0
