PPC Question/ advice please

  • to be hounest, im obviosly glad the charge is rightly cancelled, but theres actually zero feedback from the BPA in respect to why it has been cancelled, or about the issues i have raised about AS Parking breakin the BPA rules, and breaking the "protection from unfair trading act".

    Does this mean that the BPA are willing to keep a member of thier organiseation if they simply cancel a charge everytime they get questioned for breaking the rules?

    If so AS Parking could carry on as they are making money from people who dont question it, and simply cancel the charge for the people that do, with no consequences from the BPA.

    This is just the impression i get, tell me if im wrong

    You are not wrong, stick around, you'll learn about the scum who call themselves AOS members. There are also 3 or 4 TV programmes about to cover this scam again, about various car parks. Should be on Watchdog (YET AGAIN) soon, we hear.

  • where will i learn? what is the difference between AOS and the BPA? and what is the scam? sorry im very uneducated about this and knew nothing about this subject until i wanted to contest the ticket, so my only knowledge and experience of this rubbish is documented in this thread, but now i feel quite angry about how even the BPA appear to turn a blind eye to its members breaking the law, should i question them? should i complain to somebody about them aswell? the whole thing seems corrupt from top to bottom

    where will i learn?
    We (the regular core of posters) all started with this knowledge:
    the whole thing seems corrupt from top to bottom
    And just learnt by reading the threads as it interested us and we all wanted to help. Some of us studied the wording of the POFA when it was being put thru its paces in Parliament before it was enacted, and some posters got tickets and then tried out various POPLA appeals until we got them right so we could win almost every case for 18 months. And some posters just replied with support and encouragement for new posters, telling them about your own experience.

    The easiest thing if you like the community here is to read some threads when you can and suddenly you'll find you can help because you know an answer, even if just starting by signposting newbies to the sticky thread. No point complaining to the BPA as they are on the dark side for the benefit of their members, not the 'great unwashed' British public. The BPA is not a regulator and the IPC certainly couldn't be further away from being one.

  • well after i recieved the email stating my "pcn" had been dropped,
    i sent a short email asking what action had been taken regarding AS Parking breaking the BPA guidelines and the protection from unfair trading regulations 2008.

    this is the response i got.

    Please be advised we are working with our operator to ensure our Code of Practice is followed correctly. Any action taken against our member is between the BPA and the operator. Unfortunately we cannot provide you with specific details.

    This does nothing to reassure me or anybody reading that anything will be done to stop AS Parking acting illegaly again, am i really supposed to just take the word of the BPA?

    what is to stop the ppc doing this again and again, and occasionally getting a slap on the wrist when somebody questions it?

    it seems to me that they believe once the pcn is dropped the person the pcn is against will be happy to walk away, leaving the operater to do the same again in the next instance.



    for that reason im going to see what happens once i forward all of the correspondence between myself, the BPA, AS parking, and the AOS investigations team to trading standards and watchdog, as in my view, the law they have broken is taken quite seriously when reading the protection from unfair trading regulations 2008

    Nothing - you have understood the whole scam perfectly! Good on you for involving TS and Watchdog (the latter are about to do a programme any week now on PPCs).

    I have to say that I am left completely and utterly dissatisfied and untrusting of your organisation following your reply, I fail to see what is to stop AS parking behaving in this totally illegal manor again.


    It seems; in my view that, after the initial complaint was sent, both yourselves and AS parking believe that by dropping the parking charge notice, the unfortunate person it is issued against would happily walk away, thus leaving AS parking to carry out the same tactics again and again until somebody else questions the practice, in which case the same process of dropping the parking charge notice and brushing the complaint under the carpet would reoccur.


    I am well aware that the route AS parking took in response to my appeal is "banned outright" under "the Consumer Protection from Unfair Trading Regulations 2008" which can carry an unlimited fine and up to two years imprisonment.


    I would feel very uneasy knowing that people more vulnerable than myself could be illegally bullied into paying an extortionate amount of money time and again without any real action taken against them.


    Considering the reasons noted above, I feel it necessary to now to make clear my concerns and forward all correspondence between myself, AS parking, the BPA and the AOS investigations team to Trading standards and also the BBC's Watchdog.

    Patrick Troy, CEO of the BPA usually fronts the questions from Anne Robinson. His answers in the past have been, shall we say 'evasive'. Hence the apparent link to the age-old phrase 'Liar, liar, pants (Troysers) on fire'!
