My thoughts too. Complain to the DVLA about SIP in the strongest possible way. Copy in the evidence as you have said. Let them investigate.
In a sense now that you have gone through the appeals process there is no longer any urgency to the PCN itself and so now it is time to play the slow game with the DVLA/ICO/Trading Standards etc.

please see draft letter to DVLA complaining about a request for details when no reasonable cause existed as they knew the driver details. any comments would be greatly appreciated
e.g should I email it to the DVLA as an attachment or send it via post?
I wish to make a formal complaint regarding a request for registered keeper details made by XXXXXXXXXXXXXXXXX
The reason I am escalating this to the Customer Complaint Resolution Team is that I have no confidence in the data release team to take such a complaint seriously as it is in the public domain that they have dismissed issues far too many times without so much as even supplying a copy of the DVLA complaints procedure leaflet.
The reason for my complaint is as follows;
The driver of my vehicle received a Parking Charge Notice (PCN) from XXXXXXXXXXX on XXXXXXXXX for allegedly not displaying a ticket on the vehicle. Incidentally a ticket was purchased and to the drivers recollection displayed. As a result the driver challenged this PCN in writing.
XXXXX requested a photocopy of this ticket in writing from the driver who challenged the PCN (please see copy of letter sent by XXXXXXXX attached to this email / letter)
Several weeks later I received a Notice to Keeper (NTK) (see attached copy of this) demanding payment of £100 as the PCN had not been paid. This caused me considerable distress and anxiety at receiving such a notice. The NTK stated that they (XXXXXX) did not know the driver’s details, e.g. name and address, hence the notice being sent.
I would therefore like to complain in the strongest terms that XXXXX had no reasonable cause to request my details from the DVLA as they were in correspondence with the driver who appealed the PCN in the first place. As the copy of the letter from XXXXX shows they knew both the name and the address of the driver, therefore this statement on the NTK is inaccurate and misleading. I believe that this request in stating that they did not know the driver breaches their Code of Practice they are signed up to with their ATA (XXXXXXXXXXX) and as such breaches the KADOE contract to request DVLA data.
I would therefore request that this matter is investigated fully and if not resolved properly my intention will be to involve my MP and refer the issue to the Parliamentary and Health Service Ombudsman.

Yep, thanks for that eddy, have just looked up the website. Seems, at face value, to be a somewhat strange combo. Anyway I expect the DVLA will be much more aware of the PHSO's role in this than me.

Hi further to this issue described here
a rejection letter was received stating that the IAS code of conduct indicates that 10 minutes grace is suggested for ppc's to allow
I am not sure there is an IAS code of conduct is there, there is an IPC code of practice, which does not mention any time limit, just that periods of grace are recommended
is this correct?

There is no IAS CoP so the PPC has misstated it in the rejection letter. They mean the IPC CoP or some guidelines they must have had about allowing a 10 min grace period, or they are remembering the BPA CoP from when they were members!
I would send that complaint to the DVLA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
