Honesty really is the best policy.
If it was a colleague, I'd suggest that.
As it's a manager who could cause problems at work, I'd be more circumspect.0 -

We don't have a great relationship at work as they have quite an aggressive attitude and I would like to stop giving them lifts but cannot think of a way of saying it without causing acrimony. I am not going out of my way by giving them a lift but it is sometimes awkward when we have had a not great shift together and then at the end of it they start being nice to me so I will give them a lift home.
A couple of other people are sometimes able to give this person a lift but they usually ask me. I am not confrontational but it really riles me, how can I tell them no without looking mean in front of my other workmates?
Cake yourself in this and hey presto no more unwanted free loaders :-0 -
Are they contributing to your fuel costs? If not, ask them to do so.No free lunch, and no free laptop

Sick relation, who just happens to live/be in hospital the total opposite way of colleague's house, whom you need to visit every night after work, sometimes even before work if a lift crops up then.
Or you've got a new hobby at a friend's house the total opposite way of colleague's house, which you partake in every single night, or you are cat-sitting/hamster-sitting/dog-sitting/budgie-sitting at said friend's house for the next six months as she's emigrated temporarily.
Or say you've done some research into fuel usage and their 'bulk' is adding X amount to your fuel costs, ask for a contribution.0 -
