Your missing the point - if you can't supply unlimited, don't sell unlimited. If a shop sold fresh fish & it turned out to be frozen, would you argue that if everyone wanted fresh fish there wouldn't be enough?
I'm not missing the point. Since you failed to read the T&C's, you misunderstood what you were buying.
Your fish analogy is simply not valid.
It should be blindingly obvious why networks have to impose FUP's, because if not a tiny minority would exclude the bulk of users from accessing the service .No free lunch, and no free laptop
