These POPLA guys are quick off the mark! Their response to my appeal submission yesterday is below.
Anyone have any thoughts on how this may play out from hereon ????

Please note that in common with other tribunals, all electronic submissions and attachments received at POPLA will be destroyed after one year from the date of the last action in the matter and all hard copy received will be securely disposed of after six months from that same last action date.0 -
that is just an acknowledgement of your popla appeal by london councils, nothing to get excited about but proves you lodged an appeal with them
now wait for the evidence pack from Excel maybe a week before the decision date, and get set with your rebuttal statement by finding a recent one on here and saving it for later on0 -
According to popla letter my appeal was be considered on or soon after 08 October 2014. Ive heard/received nothing from popla/excel etc. Is this normal/indicative of anything?

possibly, but I would have thought you would receive an evidence back from excel , assuming they send one to popla, so they would copy you in
if they dont, you will get a default judgement, not sure if they are still 1 to 2 weeks late at popla so keep checking your emails for any evidence pack and rebut it if you do0 -

so email or post (might depend on how you appealed in the first place, ie:- online or by post)
default, as meaning if they didnt rebut your evidence nor send in any landowner contracts, signage etc, you win by default , plenty of examples of this in the POPLA DECISIONS sticky thread
I would expect Excel to send in an evidence pack, both to you and popla, by some method of communication, so assuming they do, dont take what people tell you too literally (email , post , whatever)
ie:- most appeals are online, so expect online rebuttals and packs, it saves the trees but nobody told Excel or VCS that0 -
and guess what? I just checked my junk folder and there it was. right, so now I need to find a rebuttal and send it to POPLA, right?0
