you dont respond to it , but you can report it to the BPA as a breach of their CoP and their 2014 newsletter , post #6 of the newbies thread details this

oh I see, so I should say that I have asked the PPC for "An explanation of the consideration that you believe flowed from the driver, and from yourselves." and that Excel have refused to provide this? or should I say something else?

This is what the BPA wrote to PPCs earlier this year, so they've had more than enough time to understand this and put an end to these practices.the following practices may be considered as Code breaches and must not be continued:
• Asking the motorist to enter into additional correspondence to obtain a POPLA code
• Failing to include a correct and/or valid POPLA Code within the Rejection correspondence
• Issuing a POPLA Code with a date identifier which is significantly different from the date of rejection
• Appearing to indicate that the issue of a POPLA Code is conditional on driver details being supplied “Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

its also on parking pranksters january 2014 blogs too , so no idea why you think its not on the net (or on here as it will have been reported and linked last january in various posts, plus I have seen it mentioned a lot on here like in the last post , hence why I mentioned it)

ok, so heres my letter to the BPA. any suggestions on word changes etc appreciated (is there a template anywhere?).

I am writing to complain about a breach of your Code of Conduct by Excel Parking. When emailed with a request to supply a POPLA number they responded with:
If you have not already done so, please forward the following information as a matter of urgency, as we are unable to process your appeal/challenge without it:
1)The PARKING NOTICE SERIAL NUMBER This can be found in the top right hand corner of the Notice and will be prefixed, SERIAL No. XL/____________.
2)A FULL POSTAL ADDRESS that we can correspond with, as all decisions are conveyed in a letter to the motorist.
3)The FULL NAME of the motorist.
As I understand it, your January 2014 newsletter clearly stated:

yes they may , but it wont actually "help you" as such
it may have them sanctioned in the future, it may make them alter their paperwork and email responses to agree with the BPA CoP
its also helping you because if Excel ever say you didnt appeal , you have proof and so does the BPA too because you would again be complaining to the BPA about it once more
ultimately it may help others in the future who dont get this drivel response and then dont ask about it on here which we get far too many times and deflects us from helping people with the real help that is required0
