Usually £1200. He was using a well established ebay account with 100% feedback. There are no excuses for my stupidity. Ive been using ebay and paypal for over a decade, but this time I slipped up. I just pray that Barclaycard have enough power to make paypal accept this chargeback. Otherwise its a loss I will just have to deal with and move on.

The bank is right to say that a transaction that has been authorised but not posted cannot be disputed via the chargebacks process. This is because the money hasn't been taken yet. An auth'd transaction also can't be stopped by the bank because credit card payments are guaranteed.
Banks are only able to file claims with VISA or MasterCard once the auth has been drawn by the merchant and the amount is actually debited from the credit card. It's possible for a merchant to leave the transaction for months and nothing can be done until the money is actually taken.0 -

IMO, chargeback is the only possibility of recovering the second payment.0 -
Im not optimistic at all. Like you say, paypal may just refer to their own terms and conditions and decide they are not willing to pay the chargeback. Its not exactly £20 either is it. My only hope lies in the fact chargebacks usually favour the buyer. But in this case there is no seller on the other end. The filthy excuse for a human being has probably long gone.0

'Chargeback' and 'Paypal claim' are two absolutely different and independent things. As you were told above, Paypal are not in the position to will or not to will to pay the chargeback. If the bank decides in your favour, the money gets taken from Paypal regardless of their will. Then they can dispute the chargeback it they want to and will get the money back if they are successful.0

If he disputes them as seperate transactions and states item not received, My have dropped himself in it by telling them it was a split payment, however if the seller doesnt respond (which seems likely) providing tracking details the system will automatically resolve them in his favour0
