Given the scale of this in your wife's case (and many others in her department from your comments), I'm utterly amazed that the PPC hasn't either pursued this legally, or cut their losses, given up and no longer ticket/pursue.
Where does she and others park? On hospital grounds? Is there nothing the Trust (or Union) can do to sort this and have them placed on a 'white list'.

Appreciate your honesty. In her line of work, pay and display really isn't a high priority. It get's done on occasion. On other occasions when she gets the call that someone's wife/daughter/son/father etc. etc is near death she drives 25 miles, parks wherever and does what she can in order to save someones life.
The other scenario is she is working a 12 hour shift and come the end of the 12 hours there is someone bleeding internally and she cannot leave. Regardless of Vinci Park or not her priority is to save a life.
Can these PCN's been bundled together or would they need to pursue each one individually? I'd love to know what the owner of Vinci Park would like an individual to do if there was a decision regarding pay and display or an overstay OR for that individual to leave the ticket and go save his wife from dying.
If she owes for a pay and display, she could consider paying the actual parking fees, and maybe a token payment on top.0 -
Daps - Her job role hasn't changed in years. I hope my last post sort of gives you an answer. Signage isn't great down there though it is there. She parks where she can. She cannot afford to be driving around looking for a space when someone is on the klink. Often she parks and quite literally runs to work.
Half-Way - The latest is a month or so ago. All are the same circumstance. The parking enforcers quite literally only issue tickets when the sun is out. If it's raining they won't bother. There have actually been times where she has received a PCN for a day she's purchased a ticket (though this is not always the case). The attendants there just put tickets on particular cars (hospital staff) regularly without proper inspection. Though again, this is not to say they are wrong.
If she isn't on any regular shifts, but seems to be called in when needed, and doesn't know when she will be leaving, why hasn't she got a dedicated parking space? I would assume if she is so critical, she could have negotiated one by now?0 -
If she is required, as part of her role, to literally get to the hospital as soon as she can without notice; then surely the hospital should provide her with some kind of permit/exception - whatever it takes so that she can park as near to the hospital as possible without risking any lives trying to find a parking space. Has she spoken with her employers about this?0

If she discusses this with her employer and they arrange an exception for her going forward to allow her to park without issue - I think she should also ask her employer to provide an official letter on the hospital's behalf stating the nature of her role, the reason she has not been able to pay and display, etc. and then send that to Vinci Park to request that they cancel all invoices.
This is an issue of mitigation so it wouldn't work at POPLA, but Vinci Park have had some bad publicity as it is for ticketing a kidney operation patient 8 times at the same hospital, so if your wife can prove that her role is as you have stated, and can evidence that her reasons for being excempt from the parking charge is genuine, then I think they should cancel the tickets.0 -
With 'literally hundreds' of tickets issued, it is likely that the total of these charges comes to over £10,000.
That would take it out of the realms of the small claims track, and into a full blown County Court case with a senior judge, and a barrister representing the parking company, whose costs would be claimable against you if you lost.
You could end up making legal history with this.
It would depend upon whether or not they bundled all the tickets together if they made a claim. They could bundle them in sub £10,000 lots and make a claim on separate bundles.
But if they didn't, as you say, it would be a mega cost, legal history case.0 -

Daps - unfortunately that isn't the case. There are several of her colleagues in the same predicament. The car park is still under contract and they cannot offer such services.
Surely, if she is in such a critical position, it has to be a relatively senior position, she can demand what she wants? They wouldn't let her walk over something as ridiculous as a parking permit would they?0 -
