Warwick fine for parking in a private car park

Hello there.
I tried to read the sticky post and it was a very good reading but I ebbed up being more confused than when I started.
Last weekend I went to Warwick and I parked in a private car park. Regularly paid my ticket (still have the receipt for a coincidence).
Today I received a fine stating I have received for not having respected the t&c, which have been not included.
The fine states date and time of entrance and exit, that they of course have photographic evidence.
We entered at 12:06:31 and left at 16:11:10. Ticket was paid at 12:18 valid for 4 hours, valid until 16:18.
It has been offered a reduction to £60 pound if I pay in 14 days, otherwise £100
At the time I entered, there were no sign informing about the t&c. These most probably have been exposed above the pay machine, but either my wife or I didn't really read at the time we paid, but once we were walking out and we noticed a ten minute grace was in force for paying the car park.
We thought to be OK but apparently we overstays 1 minute and 30 seconds without paying which is costing more than the hotel itself. I assume thus to be the case of our infringement who hasupposed notified only by letter.
I used to give a ring to the phone number stated to understand what we infringed but offices are closed now.
Am I supposed to pay, to appeal?
Frankly the amount requested is too disproportioned and although I appreciate I overstayed I can also condemn the fact t&c where not stated clearly at the entrance.
Any advice is welcome.

Good question, there is not a name.
The letter open with a Parlking Charge Notice in Warwick, CV34 4EJ
And there is a logo of a libra in a circle on the right side. Anything in the note.
But it says I can pay by post to Civil Enforcement Ltd, Horton House, Exchange Flags, Liverpool, L2 3PF0 -

Just about every thread on here has advice about how to appeal. Look again at the newbies thread and first of all, look at the link to the flowchart showing the steps.
Your initial appeal is there to get rejected but get a POPLA code. It is at POPLA that you get the charge squashed.
Try reading the Newbies thread again slowly and take it a step at a time.
1st, you appeal to the PPC writing as the Keeper, not the driver. It's all in the Newbies thread, so follow it carefully.0 -

So the company is "Civil Enforcement Ltd." That's not a Libra sign , it's the "scales of justice" and is CEL's pathetic attempt into trying to fool people into thinking it's some sort of official documentWhat part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -
It is important you appeal as this can be easily squashed, however CEL are a horrid bunch who follow up on people who ignore and will take people to court.

We advise never to ring PPCs. They don't live in the real world of ordinary people with morals.
