Latest update on this is that a bundle of evidence paperwork has arrived from APCOA. I assume this was to be expected, since technically, we requested it all?
Interesting how they've totted up their "Pre-estimation of Loss" - I wonder whose fag packet they used for that?! It totals £91.79 in the end, but it's got more holes in it than my kitchen sieve.0 -

Ok, here are the numbers from APCOA, dated 20th August 2014;
DVLA Fees/Processing Costs for this appeal/Enforce IT/ANPR - £30.00
Admin Expenses for this appeal: Stationery - £3.00
Postage - £2.00
Printing - £2.00
Attendant and POPLA Appeals staff wages and salaries including Employers NI Attendants (PCN recording and issuing) for this case - £15.38
Appeals Staff 1 hour (call handling/appeals writing) for this case - £9.13
Management at 3 hours (quality control/evidence gathering/appeal writing/POPLA replies) for this case - £30.28
Total Genuine Pre-estimation of Loss for this case - £91.79

Ooooh they have pretty much all been copying PPS, to try to sway POPLA, following their BPA training! That 3 hours of management time gives the game away - look:

OK so if you look at the latest CP Plus POPLA appeal I wrote recently here:

I have used words to rebut the multi-layer of appeals staff (in point #1) so email POPLA a similar rebuttal now about APCOA (use similar wording but change the PPC to APCOA throughout, be very careful!).

I'd actually almost forgotten about this, but alas, today I had a response from POPLA, and..........................................APPEAL ALLOWED!!
Debatable whether the time spent made it worthwhile financially, but the enjoyment in sticking it up 'em certainly made it worth the effort!
I don't get the reason behind the decision though, but I'm not complaining - maybe they have a list and use them in sequence?!
Basically, because I parked in an area where I could not have been charged for parking, given that it had red lines, POPLA decreed that the Operator "has not shown that the Appellant caused a loss to themselves or the landowner by parking in an area that was not designated for parking". This was "the one submission (among a number of submissions), that I am allowing this appeal on".
Not sure if anyone else has had success on this ground, but there you go. More than one way to skin a rabbit!

Almost everyone wins on the basis that the charge wasn't a genuine pre-estimate of the loss suffered (i.e. parking like that didn't cost them anything). Same as the other cases here every day - well done on your win!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
