A 2nd hand 16Gb iPhone 4s locked to your carrier should be doable for £70 and you'll still get the iOS 8 upgrade this autumn, which you won't with just a 4.
Replacing the battery on a 4s is very simple and means it keeps the charge, you can get them for £100 -
I don't know whether the 'nonsense' was true or not, but I don't see what the fact "that Motorola being sold to Lenovo" has anything to do with this.

Why wouldn't it be relevant? Motorola split their business a long time. The Motorola that makes the phones was sold to Google and Google is selling to Lenovo. This has NOTHING to do with the technology that the other poster is mentioning.

Budget + smartphone = Moto G. That is generally the answer most people will give. Unless you need the extra SD card storage and/or good quality camera on your phone (the Moto G camera is ok, not as bad as some make out, but clearly not a top of the range smartphone camera), you can't get a better phone for the price.
There are other options, but you are either having to buy 2nd hand, or pay more for only a slightly better phone, or less for a far inferior phone.
Can't really comment on buying a new battery for a phone, the only two times I tried it, the battery never really seemed as good.
The Moto G 8gb is slightly above your budget at £100-110 (+£2 unlock fee) though....0 -

The battery has not been designed in the correct way - you need to put a piece of paper in between the baterry and phone cover to essentially force the battery to connect properly to the metal pins or at some point your phone will start to randomly restart itself or turn itself off...randomly and all the time until you do this 'fix it yourself' trick.

You can get LTE vesion for £140, which have micor sd.
But if OP only want to spend £70, that is not an option0
