Things like sock and underwear getting caught in duvet covers is quite common. the spin cycle compresses them into the edges where they dry flat and remain unnoticed. They normally fall out the next time the bed is changed though, not remain for months. I would htink most people would know their own underwear but then I've never met someone with 60 pairs.

Personally I think cheating is the least likely explanation. If a woman came to the house you'd think she would notice if she was missing them when leaving. And a man looking to cover his tracks would be more careful 99% of the time; there is normally quite a bit of cleaning up required

Even cross-dressing is probably less likely than having them around for kicks whilst looking at adult material online (if the history is empty, he has been doing this, it's not a big deal).

But who knows? Certainly not us.

Unless there are cats or dogs involved (your own or someone else's which could've come into the house bearing gifts) I'd be very,very suspicious.

There is no way I'd fail to recognise my own pants, least of all something as striking as black rose print ones. I'm afraid I'd be carrying out a major intelligence operation including hacking emails, checking credit card bills and phone records if I could get them. Whilst I agree that trust is paramount, something as unexplainable as this, coupled with the circumstances, and his history and secretive behaviour would mean my trust in him would be compromised beyond a level at which I'd be able to let things go.

Have on-suite so maybe op used bathroom after he checked bed and then slipped them inside bed.....wanting me to find them.

Yeah, wouldn't this also be evidence in his favour? That he was actually looking at !!!!!!/etc rather than getting it on with anyone.

Has he given you other reasons to suspect him of cheating...?

Apologies OP, I had missed that post. Surely they're yours then. Why would you cut labels out?? The chances of your OH managing to find someone else that does that and then them leaving a pair behind are pretty slim.
