CPM ticket for "Not Displaying a Valid Permit" - NEW?

I parked in a residential car park for a block of flats and returned to a ticket man issuing a ticket to my car. I explained to him I had only been gone 10 minutes visiting a friend in the flats, he proceeded to take pictures of my car and slapped on a ticket whilst I drove off.
Now, I heard that these private companies, in this case CPM, don't actually take people to court if they don't pay but instead just use the fear tactic to get people to cough up. However didn't the law change recently this year? Also would it be worth ignoring or paying seeing as thought I didn't display a "Valid Permit" which I couldn't have anyway because I was visiting a friend that lives in the flats.
What should I do? I have gone onto the "paymyticket.co.uk" website and the photo's include my face. I'm unsure what to do.

I forgot to mention the most important question; Will my credit rating be affected in any way shape or form if I ignore and chose not to pay? I have read on "parkingticketappeals.org.uk" that I will suffer a negative impact on my credit score if I refuse to pay.0

It doesn't say those specific things because it doesn't matter. "What happened" is irrelevant. Just follow the advice - send that template appeal to the parking company after you have received the notice to keeper; copy-paste if you wish. (Drop the last bit about claiming costs if you want).0
