The "fuss" is about illegal impersonation of authority. The key term there being "illegal".
Whilst I don't doubt the commercial reasons behind WHY they did it, and WHO they did it to, it was the HOW they did it that was wrong.

OK, the letters may have been sent to riff raff, but even riff raff have rights, one of which is not to be harassed by loan sharks.
