DWP dirty tactics

The DWP don't fund hospitals, police stations, schools, prisons, fire stations, passport offices, etc, etc, etc, so closing them all down wouldn't save them a penny. In fact, with all those nurses, police officers etc etc out of work, it would probably cost them more.
Additionally, you should have said that when you get an appointment, you know when you have to be around.
When someone knocks on your door you can always shout out to them if you can't get to the door right at that moment to wait a couple of minutes (say, if you are on the toilet at that moment).
It appears that OP was not given any indication by DWP that he would be receiving a phone call or when it would be.0 -

The passport office, for one, isn't entirely government funded. It generates revenue through direct charges for its service. Police and fire service are also part funded at a local level through council tax.0 -

But the DWP didn't know that he would have made that decision when they called him.
So their subsequent decision to delay the start date for claiming JSA is based upon their not knowing the reason for his not answering the call - and therefore based upon unfair reasoning.0 -

Oh, I see.... The DP are expected to be mind readers as well.
The reason for them being unable to contact the claimant isn't material. Only the fact that they couldn't, matters.
The client is the one with the vested interest in ensuring their claim is dealt with promptly. I wouldn't expect a government department to go too far out of their way to spend public money.0
