    Nobody ever has right of way. That's pretty much rule 1 of the Highway Code.
    The rules in The Highway Code do not give you the right of way in any circumstance, but they advise you when you should give way to others. Always give way if it can help to avoid an incident.
    But no, you shouldn't drive into people even if they're not really supposed to be there. Even in countries where jaywalking is a crime it tends to be punishable with a fine, rather than summary execution.

    Indeed. Even if there were jay-walking laws, or if the pedestrians were breaching some new criminal trespassing offence, it'd still be the driver's responsibility not to run 'em over.

    It's going into garage tomorrow, to get a quote, my voluntary excess is £200. Definitely more than £200 worth of damage, not had to make a claim before so not sure how much it will bump up next years insurance or do I just pay for repairs outright.

    A few posts said the council should be taking me to court for damaging the wall if anything, I said the council did not request my details and there was no CCTV so how would they be able to trace me.

    I mentioned in my op there was none because the council said they were unable to monitor the ramp so they weren't aware of the issue.

    If you can't negotiate a car park at even walking pace then it's probably best that you have some driving lessons before you go out on your own again.

    5-10mph is probably appropriate for a tight ramp, but it looks like it's your poor observation and anticipation that you need to work on, not your speed, per se.

    even if the the pedestrians were not allowed to walk where they walked - they still have the human right to walk on the land where ever they have access to.

    If you go round any multi storey car park you will always find on the corners of isles and ramps concrete columns with nurf marks where various colour cars have left their calling cards. This poor soul is no different from thousands of other bewildered's who keep the body repair trade in business.
