I'm pretty sure that when I did my driver awareness course. I was told the pedestrians always have right of way, whether they were supposed to be there or not. Apparently, it's because pedestrians are so breakable.The rules in The Highway Code do not give you the right of way in any circumstance, but they advise you when you should give way to others. Always give way if it can help to avoid an incident.0

Irrespective of what signs any car-park or council may erect, the pedestrians in this thread that were walking on a ramp have committed no crime.
Apart from a motorway pedestrians can walk pretty much anywhere they please.
The pedestrians may be nuts to do so, but it's the drivers responsability to give way.
Indeed. Even if there were jay-walking laws, or if the pedestrians were breaching some new criminal trespassing offence, it'd still be the driver's responsibility not to run 'em over.0 -

It's going into garage tomorrow, to get a quote, my voluntary excess is £200. Definitely more than £200 worth of damage, not had to make a claim before so not sure how much it will bump up next years insurance or do I just pay for repairs outright.0 -
I dont get why you get going on about CCTV. So what if it did have it? its just going to show someone walking down the ramp and you hitting the wall.
A few posts said the council should be taking me to court for damaging the wall if anything, I said the council did not request my details and there was no CCTV so how would they be able to trace me.
I mentioned in my op there was none because the council said they were unable to monitor the ramp so they weren't aware of the issue.0 -
I have learnt my lesson next time I use an unfamiliar car park I will ensure I drive at 2mph.
If you can't negotiate a car park at even walking pace then it's probably best that you have some driving lessons before you go out on your own again.
5-10mph is probably appropriate for a tight ramp, but it looks like it's your poor observation and anticipation that you need to work on, not your speed, per se.0 -

If you go round any multi storey car park you will always find on the corners of isles and ramps concrete columns with nurf marks where various colour cars have left their calling cards.
