A mates wife clipped the post going into her works underground carpark. Then in a fluster/panic went forwards and backwards several times until she had damaged every single panel on that side of the car.

Another reason women should not be allowed to drive.

The significance of the wall was that it was clear many cars have hit that part of the wall previously, with or without pedestrians being on the ramp, so there is an obvious problem with [STRIKE]this particular part of the car park[/STRIKE] the way poor drivers are unable to negotiate the car park entrance/exit.
    Corrected that for you.

just wanted council aware as I wouldn't want it happening to anyone else as the outcome could be very different. The ramp is very narrow, there is not room for both a car and pedestrians, hence the many sign posted warnings. When I said I hold the council responsible I meant saftey wise they clearly need to re-assess the health and safety of this very old car park.

You're right. The pedestrians shouldn't have been there. The council really ought to be made aware of that, so that they can put some signs up to warn pedestrians that they shouldn't go that way...

What else should the council do? Tether live crocodiles to every possible point of pedestrian ingress to the ramp? Snipers stationed at regular points on the ramp?

Don't worry - your original post was quite clear that you accepted, wholeheartedly, the responsibility, and didn't expect the council or anybody else to contribute to your repair costs. It's obvious in the bit where you said...
I feel it should be the councils responsibility... I feel so angry that I’m left picking up thebill

I must admit, I feel for you a lot because pedestrians shouldn't be walking down a ramp, but just how fast were you going to cause that much damage?!! You certainly can't cause that much damage doing something like 5mph or less so you must have been going nearer 10 and therefore I'd say that's the risk you take driving too fast round a car park I'm afraid.

Claim on your insurance, and learn an annoying but valuable lesson.

I know in hindsight I shouldhave braked
    Yep!

The sitution was started by the wandering pedestrian but no one made you put your car in the wall.

It's not the councils fault what so ever.

The safety aspect has already been assessed hence the speed limit, which you must either have ignored or chose to ram the wall instead (or panicked and hit wrong pedal). On the bright side the wall took the damage better than the people would have!

Put simply you failed to take the most appropriate action which was brake. Sure people were in the wrong, but equally someone could just wander out into the road at anytime.

I don't think you should be damned for it, we all make judgement errors and at least no one was hurt. Technically I believe even if not claiming you should inform your insurance as its likely part of your T&Cs (to be honest, I probably wouldn't), count yourself lucky the council isn't coming after you for damage to their property..

You have insurance for just this occasion. You'll need to claim on it and just suck it up next year when your renewal premium comes through. (The increase may be less than you think!)

I contacted the council to report what happened, and was putthrough to the Insurance Dept. They saidthey were not liable for my accident as they do not control where pedestrianswalk.
I explained thatI have taken photos as the wall I hit clearly has been damaged many timesbefore,
    .

    Thanks

As others have said, you were going too fast to stop in time. By ringing the council and identifying yourself it is possible they will now make a claim on your insurance for the damage you caused to the wall

Speak to your MP. Clearly there are too many cases of uncontrolled council walls presenting themselves at speed in front of bewildered drivers. Ask too if you can get a man with a red flag to walk in front of you, the roads are bad enough, but now car parks are scary too.

I heard that there are councils purposely moving such walls on buildings in order to catch motorists out ;)
