    You do not want to base this purely on one single appeal point, unless you are very au fait with all the issues linked to that appeal point (and with all due respect, from what you've posted so far, I would suggest you are not sufficiently up to speed).

    These are the appeal points you need to utilise as a minimum.

    1. No genuine pre-estimate of loss (GPEOL)
    2. Signage
    3. No Contract with landowner to pursue charges in their own name at court
    4. No proprietary interest in the land
    5. Unlawful Penalty Charge

    Do a search on 'ANPR Ltd' or 'Trevor Whitehouse' and look at threads where full ANPR Ltd POPLA appeals have been drafted and utilise these are your starting point - but adjust to cover your circumstances (location, time of day/night etc).

    There should be plenty around here on MSE, but also check out PePiPoo.com where there are a number of recent ANPR Ltd threads.

    I've just been checking dates, we appealed requesting a POPLA code and posted it on the 20th May (got receipt) and received the POPLA code today, and the date on the code checker gives the 27th June. Aren't they supposed to give the code within 35 days?

    Is the 27 June the POPLA deadline date?

    They have to issue code within 35 days of receiving appeal. This is certainly close to the wire, but it will depend on when they received it I think. (I may be wrong). It may just be within the time sale. I am assuming you have only just received it and still have 28 days to appeal.

    However the crucial thing is that you have got it, so carry on with preparing a solid appeal. That is far more important than trying to prove this.

    the important date at the moment is its EXPIRY DATE , which we are assuming is 25 to 28 days from now (in theory 28 days after issuing it)

    if you had read the newbies thread (or some other threads on here) you would know that a PPC can issue a popla code at ANY TIME , sometimes when the pre-court stage is involved (as ADR) or a judge may direct them to use popla and issue a code

    concentrate on having half a dozen relevant appeal points and getting it to popla before the expiry date, NOTHING ELSE MATTERS !

    Can you confirm the expiry date of your POPLA code? You can check this on the Parking Cowboys website.

    If ANPR have issued you an out of date code, that is further grounds for complaint to DVLA and BPA Ltd.

    Just received a letter from a debt collection agency threatening court action if I don't pay within 14 days. Considering I've only just received the POPLA code from ANPR and haven't submitted my appeal yet, does this breach BPA guidelines?

    Complain again to the BPA but don't take your eye off your POPLA appeal. Who are the debt collectors Expedion Ltd?
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    Don't concern yourself in any way. Expedion is just another ANPR offshoot (at least one of the directors is a current member of ANPR staff and, as best we can tell at the moment, do not have a debt collection licence.
