    Not being new would be if it had been registered and driven by someone else before the op

    That's what makes pre reg different from pre owned

    Pre reg is a paperwork reference

    The nominal value of the car at some random point of time is not relevant. The only relevant figure is the difference at the time that you would have sold it in the normal course of events.

    So ..Am I reading correctly ? The OP is saying that his vehicle has been pre registered for nearly 2 months ?
    I chased the DVLA continuously and, after two months, the DVLA confirmed that the broker company was the registered keeper. They are now arranging for me to become the registered keeper, but I will now be the second keeper on the log book.

    ...during all of which time, the car has been to all other intents and purposes "his". It's been in his possession and available solely for his use. The _only_ difference here is one of the details on the V5C.

    Not explicitly. It said 'new' on the website, they confirmed it was straight from the factory over the phone and the invoice included a "first registration fee". I probably should have asked the question, but I assumed that 'new' meant no previous keepers.
    So we're all agreed that the Ts & Cs didn't say anything about the registered keepers? Neither that you would be the first nor that you wouldn't be.

    Yes, that is correct. I have been doing some research online and apparently dodgy broker companies do this to get the best fleet discounts from the dealerships. They usually keep the log books for 3 to 6 months and claim that they have the vehicle in their possession in case they get audited by the dealership. I guess one option is to get in touch with the dealership and let them know that this 'fleet' company is probably breaching their terms and conditions?

    The order form was emailed to me as a PDF. I signed it, scanned it and emailed it back to them.

    It seems that the opinion is divided, which has confused me further. I'm not really willing to accept that 'new' means 'one previous keeper' and I'm even more annoyed by the broker's dismissive attitude.

    I have looked after the vehicle inside and out, but it now has between 3K and 4K miles on the clock. If I try to return this vehicle under the Distance Selling Regulations, could they refuse due to the mileage? I must stress that I only became aware of the issue today, so I haven't delayed things unnecessarily.

    You might have had a case for refund at 8 miles but 4000 is going to be very hard I'd imagine.
    Remember the saying: if it looks too good to be true it almost certainly is.
