"it is an offence to remove..." is that true?

On Watchdog a couple of years ago Patrick Troy was asked why PPC paperwork and ticket envelopes look very much like the council version. His answer was it was either a coincidence or (don't laugh) the councils were copying PPCs. Make of that as you will.
I did make a complaint to the BPA Ltd about the "offence" wording and they did confirm that those words should not be used but added that the "offence" could be classed as theft. The PBA code of practice recommends that PPC ticket envelopes should be worded thus:-
"Warning, only authorised persons should remove this envelope"
This begs the question -who are those "authorised persons and how is that "authority" granted.
Of course, as said above. This is just an elaborate sham designed to fool the motorist into thinking these are official documentsWhat part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -
To remind you, Care Parking changed the signs to say that even customers of The Range will be charged if they walk off the site, even for a minute. What a bunch of scammers.0

You have started another thread asking the same question. Please don't post duplicate questions on multiple threads. You have an answer in the thread you started earlier today.0

Okay folks so I have the notice to keeper, I should use the template letter on here, or list my own reasons why I shouldn't pay? oh and of course ask for a popla code.0

This would depend whether your arguments are going to be legal or purely mitigation? If the latter then use the template.0 -
Why ask the question when you know what the answer is going to be?0
-
Because I'm easily confused! ha ha. Okay this site is a bit jumbled, sorry for being a fool, but if there is a template letter is it better to use that, as it seems to me that "I only left the car park for five minutes" is just wasting your breath?0
-
Yep it would be a waste of breath and ink. There is a template in the first post of the Newbies sticky thread.0

Using such wording and yellow and black chequered envelopes is itself a breach of the BPA Code of Practice regarding misrepresentation of authority, Trading Standards may be interested. You never know how far you can go until you go too far.0
