    You mean several tenants? That would just mean that each one had a deemed contract.

    Or the implied contract would be with the home owner(LL), the only constant in the equation.

    No. If you look into it you'll find out that there is a deemed contract between utility suppliers and those that consume the supply. Therefore the utility company can chase the consumer if they don't have an agreed contract with anyone. If the consumer has a contract with someone else to pay and they don't, they'll have to take them to court.

    Already answered. See;
    .... My tenants move into their properties at the beginning of the tenancy agreement. I do not chase them up to ensure they have put the gas and electricity in their name. It is none of my business. I have been approached by utility companies re arrears after tenants have left. I simply send in a copy of the tenancy agreement showing when the tenancy was in place and they pursue the tenants for any outstanding monies.....
