No. Only BG have meaningful debt recovery procedures. edf won't lift a finger until the debt becomes really noticeable, and even then will only fit a PPM.
To give a utility co's perspective on the wider issue, whoever has their name on the bill is liable. In this case that would appear to be the LL for a year. Why anyone would even consider asking to be retrospectively billed for something they aren't responsible for baffles me.0 -

When I spoke to EDF no bill had been produced since May 2013 EDF had continued to supply the G and E it was only when I rang them Monday that it came to lightHi still have debts to clear :mad: working towards a DFL my family have grown over the last 2 years I very proud to say I now have 3 beautiful Grandchildren :T My DF fight continues

I did ask why the supply had not been cut off and was told it would only have got flagged up as an unpaid bill after a year until then nothing is doneHi still have debts to clear :mad: working towards a DFL my family have grown over the last 2 years I very proud to say I now have 3 beautiful Grandchildren :T My DF fight continues

There was no account open only details of the tenant before the estimated reading from May last year I was asked to read both the meters call back and an account would be created so my daughter would know how much she owed She has been living and using the G and E for the last yearHi still have debts to clear :mad: working towards a DFL my family have grown over the last 2 years I very proud to say I now have 3 beautiful Grandchildren :T My DF fight continues

In that case....
The energy company have nobody on the account. Responsibility lies with whomever is liable in the tenancy agreement. In this case, it's not specific...
However, you have word of mouth from the LL that he is responsible. Word of mouth is a perfectly legitimate way to form a contract. It is also in a text message(s), make sure these aren't deleted.
At the moment, you've saddled your single mother teenage daughter with a £1k+ bill she doesn't owe despite repeatedly being told not to. You need to dig your heels in to at least ascertain if she even owes it.0 -
As has been said, if your daughter's rent included G & E, presumably she stated this in her housing benefit application forms, and has therefore not been receiving full HB?
If this is not the case, then if she pursues this and is successful, the council may try and reclaim any overpaid housing benefit as it will have been claimed fraudulently.
However, if she did declare this, it may be worth speaking to the housing in order to see if they will allow her to clown back any of the underpayment.0
