Why wait for the postal NTK and why not admit who the driver was?

Really, I am sure I have seen a Notice to Keeper of theirs? I would only appeal early if the PPC doesn't issue a NTK and goes straight to debt collector stage.

Not from my dealings with them from early this year. Did not send a proper NTK only a CCS Collect letter dressed up as an NTK asking for £130.

Having to go through DVLA & BPA complaints to try and get a POPLA code. They have said that POPLA is only for drivers who appeal with 28 days of the windscreen PCN......

Sounds like NCP and P4Parking among others! In fact there's a P4parking/aka Nighthawk thread by lollyhugs on page 2 where she's finally got the BPA to investigate properly and the PCN was cancelled in the end. So you may want to crank up the complaints to Steve Clark at the BPA and ask why the answer was different in a P4Parking case (ask lollyhugs for a few details and ask the BPA why no consistency?!).

Ive had varying success in that the BPA have had a response from PPS but still awaiting clarification on some points - they will then get back to me & let me know the outcome.

Also complained/appealed strongly to CCS and they closed the account and handed it back to PPS.

So, not doing badly but just worth pointing out to others that it can cause a load of hassle by not appealing as the driver and getting a POPLA code and winning it easily..

Fair point well made - I will add them to the list of ones to appeal early.

I have an update: 14 days ago I sent Secure A Space appeal letter via e-mail and by Royal mail. Right away I got automatic confirmation response via e-mail stating that:

"Thank you for submitting your appeal. Please take this message as confirmation of receipt.

You should receive our full response, including the outcome of your appeal, within 14 days. Should we require additional time (up to a maximum of 35 days) you will be notified in due course. The Parking Charge Notice has been placed on hold whilst your appeal is being processed."

I haven't heard from them until today, which is 14th day after I have submitted my appeal, and today I got following from them:

"Thank you for your email regarding an appeal for the above Parking Charge Notice. This is a courtesy email to inform you that your appeal is being processed and due to the complex nature of the appeal it may take up to 35 days to receive a full response including decision.

Please be assured that your Parking Charge Notice will remain on hold until you have received our full response and should your appeal not be successful you will be provided with the full payment terms."

So, what kind of games are they playing and what are my next steps? Tried calling them today, no answer. Thanks!

sounds correct to me , so they appear to be abiding by the response rules in the CoP

you now await the full response within the next 3 weeks, exactly as it says

The forum advice would be to never speak them on the phone.
Just wait for their response to your appeal

Fair enough, but what is the real reason underneath that rubbish? I don't believe they are so busy looking at other appeals that they can't find 2 spare minutes to give me full reply, right? So, obviously they are doing this for some reason, no? What is they never reply to me? What is their game?

I wouldn't try to over analyse it.
They have acknowledged your appeal and according to the BPA CoP have 35 days to provide a full response.
If they don't reply then you can complain to the BPA and will have evidence that your appeal was received.
