I still do not see how any of it will help someone (me) get a job.

Well not much I can say until I know more about what exactly is on offer. I only had the stuff via e-mail today and TBH not read all of it.
Not everyone follows the same journey, some of it goes back to the old rules, some go down one of three journeys.
There is no magic wand. Sometime you have to be totally realistic, I am not trying to insult or offend, ask yourself why you aren't in work and consider your options.

1- too many CV's so the employer can not consider them all
2- agencies will not consider the unemployed
3- over qualified for accounts roles that are not wanting people with more than 3 years experience.
4- other roles - no experience or you never hear back
5- no one on the WP had any contacts and left me 'parked' for near on 18 months
6 - JC have no contacts and why would they as they expect the WP to do that.
    7 - catch 22 situation

I am guessing so who knows? Do they? I bet they don't.

Also that will only be for 50% of people so I am guessing the types who I see with about 5 jobs written down if that in a 2 week period.
Makes sense to those types and those doing the minimum to be identified as needing more reviews.

JCP or anyone canot really help with no 1,2,3 or 5 and 7.

As for 4 can you consider voluntary work to gain experience? and as for 7, JCP are not allowed contacts as a government agency this would be considered as favouritsm. Some days I may answer the phone to an employer wanting a member of staff and cannot understand why we cannot just send someone suitable, why do we only direct them to the website. The rules I'm afraid, there is no magic wand.

This is the aim but some people can talk the talk though!
Who ever admits to not looking for work and needing more reviews? Whatever system is in place it will only work for some but will be slated by many.

That's not really asking yourself why you aren't in work and considering your options.
    1. Employers will consider the best CV's.
    2. Many agencies will consider the unemployed.
    3. Your's and the employer's perception of over qualified may be very different.
    4. Better identification of transferable skills.
    5. Ultimately it's up to the applicant. 18 months is a long time not to be able to get any job.
    6. Ultimately it's up to the applicant.
    7. Go to 1

True, but the advisor will know what's presented each fortnight and be able to discern those doing the minimum from those doing more.

AP has been unable to find voluntary work in the last 18 months. They also reside in, wait for it, London...

This is true but then its not up to the adviser, you have to prove that a jobseeker has or hasn't done certain things in order to recieve or not recieve benefit. One persons perspective is always different.

It starts the debate that should JSA be paid after a certain lenght of time? Everyone has their own idea as to what is and isn't appropriate and who should and shouldnt be entitled to JSA benefit.

Honestly, I think advisors time would be better off spent helping people who want to get work than trying to force people who don't want work to get it.
