28 April 2014 benefit changes: Lone Parent Conditionality, Workfare, Jobsearch, Sanctions & more

Posted on 22/03/2014 by www.refuted.org.uk

“…high-level overview of changes that are being introduced from 28 April 2014″
  • Quarterly Work Search Interviews
(20 minute Quarterly Work Search Interview every 13 weeks)
  • English Language Requirement (in England only)
(This will affect all new JSA claimants…It applies equally to UK nationals, European Economic Area (EEA) and non EEA nationals)
  • Increasing Lone Parent Conditionality
  • Day One Conditionality

“Prior to their Initial Work Search Interview, they will be requested [can be mandated following at an interview, if "appropriate"] to:
    • set up an email address
    • prepare a suitable CV
    • register on Universal Jobmatch”
  • Weekly Work Search Reviews
(It will apply to 50% of all pre-Work Programme JSA)
  • Help to Work Package: Every person who remains on JSA following completion of the Work Programme will be provided with rigorous support tailored to their needs

Help to Work offers three intensive support options for Work Programme completers. Work Coaches in Jobcentres will work with claimants to understand their needs, and refer them to one of the following:
    • Mandatory Intervention Regime where Coaches have more time to spend with
      claimants
    • Daily Work Search Reviews
    • Community Work Placements
(Community Work Placements, where claimants undertake work placements of community benefit for up to six months alongside provider-led jobsearch)

Funny but I was sure that's what they were meant to be doing now for people who have left the WP.

Wasn't the WP meant to be tailor made for the individual too? Anyone who has been on would know that was 100% rubbish. People were parked on and it and told 'we can't help you'

How about understanding the unemployed get overlooked for interview as being in work seems to be one of the criterias these days to get an agency to put your CV forward. Or you get turned down as you have either no experience or are over qualifed.

What about a placement to be of BENEFIT to the person on JSA?

My JC have barely enough people to sign people on time and I have not seen my advisor in a month and now I have been told her case load has been transfered to another woman but as there is it a backlog expect to wait 3 weeks for an appointment.

I don't see if the JC tell you that you have a good CV/CV's and professional cover letter/s what they really think they can do to MAKE an employer interview you. Oh yes that's right they can not make anyone interview you at all.

'Daily search review' - So, are the JC going to pay people's travel expenses then?. Or are they planning to dish-out free bus passes to the unemployed.

I am guessing so who knows? Do they? I bet they don't.

Also that will only be for 50% of people so I am guessing the types who I see with about 5 jobs written down if that in a 2 week period.

You are right there. Plus they will have to fund you your travelling costs for any slave labour work.

When I go in next Tuesday to sign-on, I'm going to speak to the JC manager regarding not being paid traveling to attend a course to get a CSCS card despite it being organised by the JC themselves.

You should be getting all travel paid.

So no one has heard of the changes then at their JC?

They dont come into force untill after 28th April, the guidance has not yet been written. They will be staggered in between april and october.
No provider has signed yet to deliver the community action programme, well not in my district anyway.

I still do not see how any of it will help someone (me) get a job.
