If you know who the landlord is, put something in writing to them stating that the skip is full and is unsecured and that following a near miss you are concerned that items blowing out of it will damage your property or cause uyou injury. AS k that the LL arranges to either remove or cover it to stop rubbish blowing out.

Keep a copy of the letter.

It puts him or her on notice that their skip is potentially causing problems and would improve your changes of claiming against them if there was later any damage.

Be careful with this advice, you should be minimising the chances of your car being damaged, after all you know that the crap on the skip is loose.

Is the house on the for sale/rent market ? check your rightmove zoopla postcode check and see if there is a contact, Ask neighbours if there is an address for the LL or previous tennant and they may have details . Post a stamped letter to next door and the previous may have their mail redirected and could contact the LL . or set it on fire haha

    update:

sadly the car has been damaged because somehow the skip was on fire, we managed to move the car just before the fire brigade arrived only because some people came running around to let us know or we could have lost the car, but its blistered the plastic and rubber seals :(

If you get no joy with the landlord then follow the information here:

Trouble is, the fire damage isn't the property owner OR the skip company's liability. It's just something else to add to the list of damages for whichever arsonist git set fire to the skip contents...

The skip hire company - should you trace 'em - will just say that their contract with the property owner says they collect when their customer tells them to.
The property owner - should they ever re-surface - will just say that they asked the skip hire company to collect.
