I would try the Council Environmental Health Dept. If the rubbish is likely to attract or harbour vermin they can serve a notice on the owner of the propertyFind out who you are and do that on purpose (thanks to Owain Wyn Jones quoting Dolly Parton)0

take the top layer off and lob it back in his garden , along with a note through the door , dated , explaining why you had to take that actionNever, under any circumstances, take a sleeping pill and a laxative on the same night.0

One word:
ebay
Someone is bound to want it.
Or call other local skip hire places and ask if they want one?0 -

yes, exactly this!
You've been more than reasonable, but if it is shedding crap into your drive, then do something about it. I'm sure next door will understand.0 -
The problem is, the skip isn't really abandoned, has only been there for 4 weeks, and is on private property.
If it is shedding onto your property take the simplest approach. Stick some netting over it, an old sheet, or just tie the contents down using that door that blew off and some string.
Really no reason to generate any ill will between you and the neighbour over this. Yes, I agree, he's an inconsiderate buffoon at the least, but keep the moral high-ground, fix, it yourself, pop a friendly note through the door, and leave be.0 -

I'd use rope!
But good idea. Plus a letter through the door as suggested plus a copy to whatever address is on the Land registry Title (unless it's the same).0 -
Yeah, rub in the fact that I'm a cheapskate, won't you, G_M?
Yes, actually, I do have a box of cheap string 'bits' that I recycle by joining them together. I also have three lovely new balls of string, reserved one for each 'kitten'! From the Poundshop, mind, from the Poundshop. And the kittens are now three years old, not that they show it....
Frankly, string'd do it. I'm not bovvered what happens when the skip man moves it, and my rope is mine, I tells you, all mine. Imagine trying to argue with the skippy-in-a-hurry that you want your rope back, pretty please... I don't think you'd get it back... and rope is expensive, young man!0 -
I have a few scraps of nicely frayed old rope I have found in skips over the years. Amazing what people chuck away!
But seriously, a wooden door is heavy. If the wind was strong enough to blow it out of or off a skip, string would just snap.
Ok, you have two bits of string (thus doubling your collection) but your car would have a smashed window....0 -
I have to say I'd probably have lowered the level enough by skip-diving for unwanted treasures that overspill wouldn't be a problem. (About ten brass light fittings from the 1920's with a complete selection of light switch & integrated butler bell, including the kitchen display unit was one of my best finds.)
But rope, Frayed Knot, in my case. String will have to do! I still think a self-fix, rather than argue the toss wit skip removal bods, the Council, and the neighbour. Life is too short, and string is long (and strong) enough!0
