I'm very surprised at the anonymity of this skip. I don't think I've ever seen one that didn't shout about the ownership. OK, it might have been painted-over or even burnt off, but there will _certainly_ be something written on it in weld, even if it's just some kind of "fleet number" or initials.

Totally agree that op can ring round local skip companies and probably find out who supplied.
But as has been written he won't have the authority to get it recovered as he's not the customer.0 -
If you know who the landlord is, put something in writing to them stating that the skip is full and is unsecured and that following a near miss you are concerned that items blowing out of it will damage your property or cause uyou injury. AS k that the LL arranges to either remove or cover it to stop rubbish blowing out.
Keep a copy of the letter.
It puts him or her on notice that their skip is potentially causing problems and would improve your changes of claiming against them if there was later any damage.

I just thought as they rent it they are loosing money landlords usually want to sort the property out asap to get someone else indont just sit there waiting for damage to your car to occur , be proactive , do what you can to minimise risk to your property , because a civil case against anyone can take money and time

To identify the landlord you could run a land registry search on them. It'll cost you £3, but it might be worth it, as from the name and address you can probably identify some form of contact details through the wonders of google and social media http://www.landregistry.gov.uk/public/property-ownership0
