So I repeat the advice I gave before, complain to the BPA, the TOC and Passenger Focus that as keeper you have been denied your right to a POPLA appeal since the signage makes it clear that the document issued was a Parking Charge Notice which has to follow a set procedure under the BPA CoP. Failure to do so puts Meteor in breach of their own Trade Body rules. Not only that, as there was never a 'penalty charge' issued at all, this cannot be escalated the way that this letter suggests.
A parking charge and penalty charge are two completely different things and this letter is misleading in the extreme.

I agree with Stroma, that signage is crap.
The byelaw is clear: they may only charge a penalty pursuant to bye-law 14 if the fact is displayed in the area. Well it isn't: they've displayed a load of guff relating to parking charge notices, but this relates to what is purely a civil matter (and it doesn't even say what the amount of the charge is). There is nothing there specifying a penalty pursuant to the bye-laws. It's not sufficient to state vaguely that there are some bye-laws and we might do something with them, they need to state that a penalty might be due from the owner of the vehicle under the bye-laws, and what that penalty would be.
Notice how this is all in clause 14 of the T&C's, and the relevant bye-law is also 14. Coincidence, or a typical PPC attempt to confuse and deceive?Je suis Charlie.0 -

As the Registered Keeper of the Vehicle I have received this “PCN” stating “Parked without displaying a valid ticket or voucher”
As the register keeper I have visited xxxx railway station to check that the nature of this ticket is correct, I have studied your Agents Terms and Conditions and also read The British Parking Association Code of Practice and Compliance.
I regret to inform you that this goes against your agent’s terms and conditions and also the British Parking Associations Code of Practice and Compliance as there has no issue of a POPLA appeals process.
Railway byelaw has been stated in this letter received by you, which is also in breach of the railway byelaw as there also needs to be the correct signage and the amount stated clearly.
Railway Byelaw 14(4):
In England and Wales
(i) The owner of any motor vehicle, bicycle or other conveyance
used, left or placed in breach of Byelaw 14(1) to 14(3) may be
liable to pay a penalty as displayed in that area.
Further, I am complaining to DVLA that:
Your agent Meteor obtained my personal details from DVLA and then passed them on to another company (you) in a prima facie breach of the Data Protection Act.

I'm glad I searched Google as I have just come across this post ... and I am in the same position (I think).
I have tried emailing and phoning Meteor - no response. I sent my appeal to their address, recorded delivery, and it wasn't delivered (still waiting at post office to be collected).
I have read all of this post and had a look in the sticky posts - but am feeling very overwhelmed / confused at the moment! I have just received the £165 or Court Summons letter but short of paying it I don't know what to do next!?
P.S. I don't mean to hijack this thread but it seems to be exactly the same as my situation.
P.P.S. Actually, it may not be quite the same? - I had a valid monthly ticket but it had fallen into the foot-well of the car so wasn't visible.0 -
