Ukpc parking charge

Ok, brief outline:
I received a Parking Charge on 01/01/14 from UKPC in the car park for the flats where I live. The details advise that "Parked in a permit space without displaying a valid Permit" My Permit was in fact displayed on my dashboard but had fallen sideways, this can been seen in the photos taken by UKPC showing a resident Permit.
After reading on some other threads I ignored the initial parking charge and on Friday 7/03/14 received a letter from Debt Recovery plus as a demand for payment of unpaid parking fine.
Can anyone please advise as to what I should do next?
I have not received a notice to keeper - am I too late to appeal?

When you say you received a PCN back in January, was this fixed to your car or through the post?0

Its unlikely to be an anpr one, so a notice to driver would have been given, the time frame is what is needed, when did you get the Notice to Keeper? Because you have 28 days from then to appeal, and that 28 days is their own self imposed timeframe not anything in pofa 2012 or the bpa CoPWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

We are now at Day 69 and still no NtK so the keeper has not yet had their opportunity to appeal. UKPC are out of time with regards keeper liability.I have not received a notice to keeper - am I too late to appeal?My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

Didn't you get a notice to keeper from ukpc before the DR+ letter?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.

You haven't received a notice to the keeper so technically the PPC are in breach of the POFA.
Do you still have the notice that was affixed to windscreen? If so, what is everyone's view on the OP submitting the appeal as the keeper (as per the sticky thread) but also throw in that he is appealing further on the grounds that he has not received a NtK and therefore the PPC can only now pursue the driver.0 -

No you shouldn't have appealed straight away, you should have waited for a letter through the post which should have arrived 29-56 days after the ticket on the car. The PPC will probably say they sent a Notice to you but it's been 'lost in the post'.
The only way the above is different is if the car is a hire/company car and if the incident happened outside of England or Wales.0
