The work programme

When i was on here the other day i saw topics about people on the work programme being put in charity shops etc by the jobcenter. If i'm not mistaken is that what the guardian is calling modern day slavery? Working for jobseekers in a job with very little prospects.
We have a new commis at work and she is really struggling. Tonight during service she nearly lost control of her section and i had to put my cdp on with her to help. This made me think that we could take on a volunteer to help her out and they would learn more than in a charity shop. I was looking on the jobcenter website and there is nothing about registering for a volunteer so does anyone know who deals with the volunteers?
EDIT sorry i got a bit confused reading on gov.uk what i am talking about is the mandatory work activity. I read about this in the guardian and recall them calling it modern day slavery. This is what i'm referring to.

My thinking is if the goverment are doing this why put people in charity shops? An extra pair of hands is a blessing in a professional kitchen and learning for free from a well trained team is only going to improve a persons prospects. I was trained and inspired from a raw commis and now i'm in the position to inspire others. Its a great idea.0

Why should people work for free in profit making businesses & also replace proper real jobs which is inevitable ?

A great idea is to interview unemployed people who want to work and pay them for working.

How are they a volunteer ?

Why not just like I say fire the person who you say can not do the job but you are not the boss are you?
And your role model comment. Only 1 person saw that and it was between 2 people who just split up so once again its not relevant but i appreciate your concern. I am a good role model0
