Of course if the cars were maintained/regulated to within acceptable in-service emission standards perhaps this wouldn't have been necessary?
London set to ban older private petrol and diesel cars
Motorists could soon be banned from driving through the centre of the capital - and the Ultra Low Emissions Zone could spread further, potentially causing issues for millions

London will take another step towards banning older diesel and petrol-powered private cars from the city centre when the proposed Ultra Low Emissions Zone (ULEZ) is further discussed next week.

A second 'stakeholder' meeting is expected to reinforce a proposal to ban diesel cars that don’t meet EU6 emissions standards or petrols that don’t meet EU4 from the central Congestion Charge Zone.

"We announced last February the intention to introduce an Ultra Low Emissions Zone in 2020 for central London and we have been working towards that goal since," says TfL.

TfL stresses that no decision has been made about the rules governing the ULEZ and that four official proposals for its operation will be formulated, before a single theme goes to public consultation later this year.

    Personally, I care not one jot what happens in London....never ever want to go there ever again, thank you!

    And my quite ancient motors are quite well maintained, thank you...certainly well enough to meet the MoT emissions standards.

    Never gonna happen , London is peppered with with very expensive underground multi story car park most of which contain very old and expensive astons, jags, merc'sowned by the rich and shameless , unless they make an exemption for residents ........

    That would probably cause every single product sold in the low emission zone to attract a very hefty premium due to the need for suppliers to purchase compliant delivery vehicles. Complying with EU6 pushes the cost of vehicles up drastically. I wonder if they have thought of the fact that the bus companies would have to replace the majority of their fleet that services the central area or just give up the bus service there with the consequential knock-on effect to residents and workers.

    If Boris wants London to take the lead in this then it is only Londoners who will suffer.

    I wonder why they are not going for EU6 for petrol? Would it be because that would probably result in nearly all vehicles disappearing off the streets and the massive loss of congestion charges?

    The LE Zone for commercial based vehicles is already in force so it would be easy to get DVLA emissions data on older vehicles and enforce a ban.

    A lot of those with old and expensive cars will have places outside the capital that they could stash their cars. In any case most of the classics were never measured for emissions. Only the more recent cars from the 80's onwards will be hit.

    Half the particulate matter is caused by brake dust and rubber from tyres. Exhaust emissions are only part of the problem. The former isn't being tackled with this at all. It would of course be ironic if a lot of the particulate matter was a direct result of the EU removing asbestos from brake pads...

    It also means big events like London to Brighton will be effectively banned and anyone with a classic car that has correctly registered it won't be able to live in London.

    Petrol cars don't produce anywhere near the amount of particulate matter as diesels do. Hence 2005 and newer petrol cars are a lot cleaner than their 2005 clattering diesel counterparts.

    LEZ for commercial vehicles was brought in prior to the Olympics which in effect meant vans/trucks built before circa 2001/2002 (I think) were either not allowed in or had to pay about £1500 for a filter to be fitted. It did not have a massive effect as most of the delivery vehicles are less than five years old.

    I know a few businesses based in central London who had the filters fitted to their vans. As they drive around central London in stop start traffic the filters block up about every ten days. The way to unblock the filters is to take the van for a vigerous drive on a dual carriageway / motorway drive for 20 mins. So they end up having to make special trips out of London to clear the filters and waste fuel

    Petrol vehicles don't have such a particulate problem which is endemic in London, (or NOx to a lesser extent).

    These particles are usually larger than PM 2.5 microns which fall out more quickly. some is less carcinogenic.

    Problem is with exemptions, it only takes one of them to emit between ten to a hundred times as much as a modern vehicle, each of which has to then meet even more stringent standards using even more expensive emission equipment to meet an air quality level. So in other words most motorists are effectively paying a fortune for these 'enthusiasts', along with the DPF remover club etc.

    There aren't any classic diesel cars though. They're all classic petrols so there is much less of a problem.

    It isn't clear whether the 'gross polluters' already within the ULEZ that remain entirely within it would pay or not or whether it has to be paid daily once within.

    Imagine if I managed to reach Kings Cross? One fa[h]rt, and half of London would be gagging.....
