one thing that can cause issues with the google location reporting/tracking is if you have a @googlemail address associated with that phone if you've changed to a @gmail.com address then it usually works.

It's a gmail.com account

I've been into the G+ settings and managed to get the photos uploaded - will see how the location thing works now ....

That didn't work either, but then went into G Maps and the settings there and ticked sharing and all is finally working
