ukpc ticket for overstay in drop off zone HELP?

Hello I would like some help regards a ticket that was given at a hospital drop off zone.
There is a 5 minstrel drop limit at the hospital.
This is the situation, my 7 yr old hurt his knee and I too him to A& e parked my car in the car park, half a mile from a&e , was there almost 4 hours, the doctor said my little ones knee was fractured, he needed a cast and crutches. So I asked security if it was ok , to get my car from the car park and park at drop off zone to pick up my son, he that should be okay , so I paid £6 for the ticket came round the front and parked in bay, went in to get my son, who was on crutches, it too him a while to walk to the car, came out and found a ticket on car for overstaying 6 mins
please can you advise on what to do in this instance as I spoke to security and they said to ignore, but now have a letter from ukpc demanding payment of £70.
sorry if I've posted in the wrong section or repeated questions I'mnew to the forum
thanks for the help

you missed this sticky thread https://forums.moneysavingexpert.com/discussion/48168220

Hi redx, thanks for the reply.
I did read that but it's a little confusing, shall I appeal with POPLA, and how do word it for my circumstances, as I could not find anything on the forum about drop off zone over stays in hospitals?
Do I have a valid appeal or shall I just pay the 70 and reduce the headaches?0 -
Welcome to MSE! Why the heck anyone EVER thinks of paying these scams is beyond me!
You don't need a case that matches your circumstances, as the appeal is NOT about that ''mitigation'', that would lose at POPLA so that's not what you say. And you are not yet at POPLA stage are you? You have to appeal to UKPC and get a rejection first.
At this appeal stage you can use any one from the links in the sticky thread for 'first appeals' and adapt it. They are not meant to be templates as they are the work of the devil and people need to write their own version for their case (NOT IMPLYING WHO WAS DRIVING!).
At POPLA stage (round 2) you need to find an example in the hyperlink 'How to win at POPLA' in post #3 of that sticky thread and simply adapt it. Takes 20 minutes tops, surely, easy as pie and shows you the wording which will win.
As well as that sticky thread you seem to have missed Crabman's parking stickies (right at the top of this forum!) which includes 'Successful Complaints about PPCs' which shows you exactly who to complain to at the Hospital to get this overturned. Come on, you had permission to park there so should be complaining about this harassment to PALS (do read the stickies to find out more). You could have had the ticket overturned the same day if you had complained but it's not too late now.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hello coupon-mad,
Thank you so much for the replies, as I have never done this sort of thing
before I wasn't quiet sure what to do, I only looked it up because the
security guard said I dont have to pay it, but I dnt think he will stick to that
when I complain to PAL? I did try to speak to another guard when I went back
After getting the ticket and he said they cant do anything as they dont give out
tickets.
Im sorry I didn't see crabmans sticky, its a little confusing trying to navigate
the forum, but I am reading all the newbie stickies and threads to see what
I can do, to not have to pay 70 pounds.
Does the crabman sticky tell me how to complain to PAL? Shoukd I do that
first or appeal to ukpc first..not sure what to do...please bare with me
as im quiet scared they might take me to court if I dont pay them..
thanks0 -
Always make complaints to the trust about this. I'm doing one right now for a different trust, so complain now. But wait until you get the notice to keeper which must be with you between days 29-56 after ticketing for an appeal to the parking company, unless the vehicle is a company/leased/hired one, or if you are not the registered keeper and they cannot deal with this. When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Hi Stroma, thank you
could you please advise how I make a complaint to the hospital, as I cannot
find any threads on it? I recieved a ntk on Monday, so should I complain to the
trust first or reply to the ukpc??

Thank you for your reply.
I think you are panicking and not taking in the advice.
1 UKPC are basically scammers that are only after your money they have no compassion and will not want to cancel their fake ticket.
Wait for them to contact you.
2 However you may be able to nip this one in the bud by contacting PALS (Patient advice and liaison service) they will have an office at the hospital and are there to serve and help you. Tell them exactly what you have said here they should have the means to cancel this.
More info here> http://www.nhs.uk/Service-Search/Patient-advice-and-liaison-services-%28PALS%29/LocationSearch/363
3 If they don't cancel it wait until you get the Notice To Keeper from UKPC, then you will be in "template land" where you will be appealing to them (though they will say charge was correctly issued) to get what is called a POPLA code to take it to the next winnable level.
4 POPLA; come back here and one of the knowledgeable regulars will help you construct a winning appeal.
Keep in the back of your mind UKPC are not reasonable people, they impersonate authority, lie and scam people all the time just to make money for nothing, but are easily beaten at POPLA.
Never think of this as a fine it is a speculative invoice (scam)!0 -
And never believe any threats about court action where UKPC are concerned - they don't do court because they know they'll lose.0

Hi bod1467 and Fisherjim, Thank you so much for your replies.
I'm starting to feel a little bit more confident after your replies, I will call the hospital PALS today and see what their response is to my request.
I have already received a letter from UKPC on Monday, I got the ticket in my windscreen in January, should I wait for PALS to respond before making an appeal to UKPC??
Thanks so much once again0 -
you need to stop the panic attacks, calm down and read this thread again https://forums.moneysavingexpert.com/discussion/4816822 and again until you are au fait with it, also click on and read the hyperlinks too, including the WALK THROUGH by umkomaas
you say you have read the thread but its clear from the questions you dont understand it yet and I do not believe you have read that walk through or you would know what to do next, and why
as you have the NTK (the letter in the post) you need to appeal it with an NTK appeal by the RK, as belowDear UKPC
As the registered keeper of (reg) I'm in receipt of your parking invoice xxxxxx dated xxxxxx. I wish to invoke your appeals process as all liability to your company is denied on the following:
1) The amount being claimed is not a genuine pre-estimate of loss to your company or the landowner
2) Your signage does not comply with the BPA Code of Practice
3) You are not the landowner and do not have the capacity to offer contracts or to bring a claim for trespass
These points and others will be raised with POPLA should you not accept this appeal, and you will be expected to provide a full breakdown of your alleged loss, and your full unredacted contract with the landowner.
If you do reject the challenge and insist on taking the matter further I must inform you that I may claim my expenses from you. The expenses I may claim are not exhaustive but may include the cost of stamps, envelopes, travel expenses, legal fees, etc. By continuing to pursue me you agree to pay these costs when I prevail.
Any communication that does not either confirm cancellation or include a POPLA verification code shall be reported to the BPA as a breach of their Code of Practice - the BPA recently issued guidance to all members to remind them of this fact. Such communication may also be deemed harassment and pursued accordingly.
and PLEASE dont come back saying you cannot find those popla appeals as the hyperlinks are in post #3 of that newbies thread you claim you have read
good luck0
