Parking fine QA hospital Portsmouth

I had an expired parking ticket and hence was issued with a PCN whilst in the QA car park in Dec. My dad had a heart attack and was in induced coma, I rushed down from Huddersfield to see him. We were later issued a car pass by the critical care unit but this was my first visit. Didn't appeal in time, letter was sent to my husband as registered keeper, wish I had read this earlier, but I then sent a letter with my name and details, with a letter of evidence from QA to say my father was in intensive care at the time, appealing on mitigating circumstances. PCP have now responded to my husband rather than me, just stating too late to appeal and pay up. What are my options from here?

    So your husband is the registered keeper and you were the driver I gather? Was this a ticket on the car ?
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    so the driver has had a ticket on the car and the RK has had a postal letter as well ?

    what date did the postal letter arrive ?

    why are you replying to them when the RK should be doing so seeing as its the RK that has been sent this postal correspondence ?

    did they issue a [STRIKE]popla[/STRIKE] IPC code with their refusal ?

    We need to know a few more details, when was ticket? And when did the notice to keeper arrive? As you have 28 days to appeal from that letter

    Initial ticket was issued around 3rd Dec, I didn't appeal within 28 days of that date, as a letter of evidence was lost in post from QA so they sent me another copy out. Letter to RK was sent out around the 1st 2 weeks of Jan, I saw on that letter that I had 28 days fom that letter to appeal. I put appeal in my name as I was the driver. A letter has now been sent out to my husband, the keeper, stating 'I write with reference to your recent letter. We are unable to process your appeal as it was lodged outside of the 28 days permitted to the driver, as the charge was affix to your vehicle the driver is permitted to appeal within 28 days from the date of issue. The Agency only accept appeals/submissions from keepers whom have been served with notice to keeper who were not driver at the time of the event. Such as an application to transfer the liability of the charge to a named driver.
    The agency therefore informs you that the charge notice currently remains outstanding and payment should be made immediately. '

    I replied to them as didn't realise issue with regards to RK and driver, hence why I wish I had read up on here. No POPLA code issued.

  • This is Queens Anne Hospital Portsmouth then we are not dealing with the BPA here - second thread regarding this. PCP are with the IPC.

    a) it was not wise identifying yourself as driver.

    b) the registered keeper can make an appeal.

    c) PCP are members as stated above of the IPC - so it will NOT be POPLA
