Complain to the hospital and try to get them to cancel it. Judging by this on the Trust's website (assuming I have the correct portsmouth hospital) the PPC are already disliked by the Trust...

PCP are not employed direct by the Trust but by Carillion who are the FM's. There is no contractual arrangement between the Trust and PCP but it may well be worth complaining.
As I see it the OP has identified herself as the driver and PCP continue to pursue the RK. Something is wrong here - a PPC refusing to deal with a driver? That would be a first.
The overall impression is that PCP have failed to comply with POFA - not that that is an issue as it would seem they have the drivers details anyway.
I suggest that the OP gets her husband to appeal as the RK as soon as possible - today or tomorrow would be best. In terms of service it is assumed that the NtK would have been received 2 working days after it was posted. That gives you until Monday to get an appeal in to PCP.
The intention is that the appeal to PCP will be rejected and we can then guide you as to a far more robust appeal to the IAS.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

I wonder if it would be worth making a formal complaint to the IPC regarding this issue that the driver's appeal was ignored and PCP refused the option to the IAS.

I confirm that I am the registered keeper of the above vehicle and wish to invoke your appeals process and deny all liabilty to pay this parking charge on the following grounds:
a) The parking charge is disproportionate and punitive by nature. It neither reflects a genuine pre-estimate of loss for any alleged breach of parking terms and conditions nor can it be considered as a contractual charge as no loss was incurred, therefore it can only be regarded as an unlawful penalty.
b) The signage wording is ambiguous at the site is non-compliant with the IPC's Code of Practice and does not clearly identify which company is being identified.
c) I believe that PCP do not have the requisite authority and agreement with the landowner in this case to pursue parking charges as a creditor through the courts.
d) I contend that there was no reasonable cause in this instance to obtain my details from the DVLA and a formal complaint is being raised.
I therefore invite you to cancel all liability for this parking charge associated with this vehicle registration number to avoid further embarassment. Alternatively, please forward details as to how to make an appeal using the IAS, where further appeal points will be raised. Please note that should you either not cancel this charge now, refuse the option to making an appeal using the IAS, or continue to pursue me as keeper, then further appropriate action will be taken. This may involve raising a counterclaim against your company for damages.
