The OP should firstly edit his post - as he has now identified himself with personal information. Is there any chance of posting up your original appeal also.
Ah Local Parking Security - the parking company which calls its parking charges EXCESS and thereby implies false authority which only councils have for penalty charges.
Looks like just a POPLA rejection for now - but be warned some operators are issuing court papers very quickly after appeals are rejected.
You cannot make another appeal - you can complain about the decision but if your appeal was just on the mitigating factor that you did not have change so had to get some - then it is unlikely that POPLA will look at your case again.
If you still have the ticket - do hold on to it - a county court judge may take a different view - in that it is unreasonable to expect people to have change in an unfamiliar car park and that you have to read signage. Of course this would only be a SMALL part of any defence.
And as the others said - make formal complaints to the landowner /retailer rattle a few cages. If it is wasteland -is this even a proper car park? and check with planning departments.0 -
Is this car park in Swansea? id be interested paying them a visit to see it, think they may run Parc Tawe North now with their little operatives in a tardis kind of place outside LidlWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Please let us know if you get actual court papers. If you have a Letter before Claim (or similar) you need to read 'LBCCC Fightback', a thread by zzzLazyDaisy linked in Crabman's top sticky thread. You'd need to respond if you have a letter threatening court.
What a shame you didn't know about the certain POPLA win we offer with our simple examples. You should at least have researched it instead of firing of a very clearly losing POPLA appeal (even the POPLA website tells you mitigating circs are not considered).PRIVATE 'PCN'? I have now removed personal information which i thought i had already done, thanks for the guidance.
I have not recieved letter fro debt collectors or court just a letter from LPS stating my appeal failure with POPLA and that is should pay the £85 within 14 days or it will rise to £110 for admin/sollicitor fee then debt recovery will come into place??!!

Dear Sir/Madam
I write to you in great disappointment with the service that a member of your staff provided me with and the experience that me and my two young sons had to endure.
On I took my two sons (6 years old & 2 years old) for an afternoon out down Mumbles. We first went for a drive around Mumbles & headed for Mumbles Pier at approximately 14:00PM (please see Pay & Display ticket attached) where me and my two sons spent an hour playing on various machines in the amusements (please see photo attached of my sons on ride) on leaving the Pier at approximately 15:00PM we went for a drive around the beaches at the top part of Mumbles and headed for the Park in Mumbles, I managed to find a Parking space and we spent around 35 minutes in the park, we then headed home and by the time I got my two sons safely to the car and strapped in their car seats it was 15:50PM approximately. On route home my son (6 years old) asked if we could stop off for a Ice-cream at Joes, so I obliged, I pulled in the car park just behind Boots Mumbles as there were no spaces directly outside Joes. I realised I had no change for the Pay & Display ticket as this had all been spent in Mumbles Pier in the amusements, I asked a lady who was returning to her car if she had change of a £10 note, but unfortunately she did not, so I planned to run into the nearest shop and get change of a £10 note, I parked the car up approximately 15:55PM and safely removed my two sons from the car and headed to the shops to get some change to enable me to purchase a ticket so we could then go to Joe’s for an Ice-cream but the nearest shop Boots was closed (Sunday hours) so headed for the next nearest available place which was the Tivoli Amusement arcade. I approached an attendant in the amusements and asked for change which he kindly gave me and headed straight back to the car park to purchase a ticket so I could take my two sons into Joes for an ice-cream. When approaching the Car Park at Approximately 16:02PM , from a distance I noticed a gentleman at the front of my car so I shouted over to him as I could not approach him quickly as I had hold of my two sons hands walking them safely across the car park and asked if I could help him. He replied no I am just giving you a ticket in an abrupt manner. In absolute amazement and shock I tried explaining to the attendant the situation but he would not listen to me and was to busy taking Photo’s of my Car and the dashboard where my ticket was still placed from my earlier visit to Mumbles Pier Pay & Display? I again tried showing him my change that I had just been to get to purchase a ticket & showing him that we hadn’t purchased the Ice-creams yet, and he rudely replied that why do I think I am I so different to everyone else and think I don’t have to pay, which was clearly not the case if he gave me the chance to explain the situation with him. I again tried to get his attention and explain but he harshly replied to me explain it to them!
On realising that I was fighting a losing battle with the attendant I entered my car and safely placed my two sons in their Car seats and sat in my seat. I then took a photograph of the ticket and time (see attached) I was leaving as this was such a short period of time as this whole experience was over in approximately 7 minutes, which I was pleased with as it does take some time to get safely to any destination on foot when I am accompanied by my two sons who’s hands I do not let go of at any time around traffic.
I hope that you see light in my explanation as I always pay for parking when instructed to (as my Pay & Display ticket from Mumbles Pier shows) but I am extremely disappointed with the way that I have been unfairly treated by your attendant as all this could have been resolved there and then if he had given me the time of day and listened to me, what did he expect me to do leave my two sons who are 6 years old and 2 years old in the car to speak to explain when I run to shop to get some change!

Terrible appeal - sorry - but very naïve and just a classic example of not Googling 'how to win at POPLA'. This is NOT an industry which cares about 'what happened' because their agenda is not parking management, but money. Really wish you'd simply searched earlier and won at POPLA at the PPC's expense, like we all do! This time do your research as we've already said where to read about how to respond if they send you an actual pre-court letter.

Maybe i was Niave...I didnt google as i thought i would have no problem with appeal as it was the honest truth... but i guess it gets you nowhere being honest!

You may think I am being harsh but this is in your interests. You will be so much better at researching once you see how the forum works, where the stickies are, how to use the small blue writing 'breadcrumb trail' linky at the top of any thread to get back 'home' to page one after reading a thread (see my signature, tells you where to click). I guess you missed it (NOT THE RED BIT).
Have a go at hopping from thread to thread and getting back 'home' to page one with one click (not using the back button!).
