Channel 4 report fake jobs?

People have a look at the top 200 "employers" on UJM:

Look at their jobs, same jobs listed multiple times round the country.
Click on a few, no contact details, and then apply, many of which take you to similiar dodgy websites without any contact details like Search Job Vacancies.
That's most of the employers I checked in short period.

That is 33,570 jobs in 12 employers out of top 200 only !

So, as best as I can figure this out...
The "handler" pays £99 to an intermediary like "CV Library" and becomes an "Afilliate"
This allows the "handler" to upload job vacancies, which may be real or FAKE to CV Library, CV library then upload the "vacancies" onto UJM.
If I understand this right, every time a "victim" clicks through UJM to CV library and applies for this "job" the "handler" is paid a sum of money!
Is this correct?
If it is , then no wonder there are hundreds of thousands of fake jobs on UJM.0 -

CV Library is a genuine job board, don't know how people may make money as in the OP & channel 4 report.

I have a horrible feeling that the money that Channel 4 is reporting (£1 per CV) is coming in some mysterious way, from the taxpayer, And I repeat it's no more than a feeling at this point.
We could do with someone from the recruitment industry who understands how UJM / CV library / "afilliates" merry-go-round funding works.0 -
