Surely it would be the NHS advertising?
I would have thought NHS also uses agency staff.

    Report update from channel 4
Government Jobmatch site filled with duplicate job listings

The government's Universal Jobmatch website continues to list potentially bogus and duplicated job ads, despite our recent investigations into its misuse.
    06_GRAB_w_MED_MED.jpg
A spot check of the government's Universal Jobmatch website undertaken by Channel 4 News has found that more than one in five adverts listed are copies.
Analysing a random sample of 2.7 million jobs placed on the site in the last 12 months, we found that more than 650,000 offered duplicated descriptions.
The news comes as former minister for welfare reform, Frank Field, has claimed Jobmatch is "bedevilled with fraud" and "out of control", after the Department for Work and Pensions (DWP) confirmed to him that more than 350,000 vacancies advertised on the site are suspected of breaching the government's own terms and conditions.
Those claiming jobseekers' allowance are required to use the site as a condition of receiving benefits. Field is calling on the secretary of state, Iain Duncan Smith, to "get a grip".
Read: Why is government website carrying fake jobs? Last month, an investigation by Channel 4 News revealed that one in fifty jobs on the website were potentially bogus.
The jobs, which appeared to come from a variety of companies, were actually the responsibility of a single man who couldn't prove they were genuine.
That investigation attempted to track down some of the advertised positions but was unable to find a single genuine employer behind them. The adverts were subsequently removed by the DWP.
    Listings removed

Tonight the Department admitted that it has "identified a number of jobs and employers which may not meet our terms and conditions."
"This does not mean they are bogus or unlawful but could, for example, be jobs for franchises or jobs that require recruitment of other members."
It added: "Universal Jobmatch revolutionises the way jobseekers look for work. The vast majority of employers post genuine jobs, and we crack down on those who don’t play by the rules.
"We also regularly monitor the site and remove jobs that don’t meet our rules, such as duplicate advertisements."

Jobs website rife with fraud - MP
The government's Universal Jobmatch website "is bedevilled with fraud and, in its current state, it is out of control", a senior Labour MP has said.

Frank Field said some jobseekers had been tricked into paying £65 each for bogus criminal background checks while applying for jobs that did not exist.

More than 350,000 job adverts on the website might breach the website's rules in some way, he added.

But the government said the "vast majority" of vacancies were genuine.

Mr Field said the Department for Work and Pensions had written to him admitting that 179 employer accounts advertising 352,569 jobs might potentially be in breach of the website's terms and conditions, which dictate that adverts must describe an "actual job or work opportunity" in an accurate way.

The advertisements must be for jobs paying at least the minimum wage, must not be duplicates and must not include premium-rate phone numbers, the website continues.

When I was signing on, I absolutely hated the half arsed useless jobcentre job search. The system was fine, the database behind it was useless.

It was full of blatantly fake jobs, spam from agencies, working from home scams. There were jobs that had already been filled, jobs that were susposedly local which were really 100 miles away.

I really lost my rag with the job centre staff when it became complusory to apply from jobs on the useless job centre system, instead of doing my own search in the local papers, and via the web.

I would be given a list, contact the employers, and get nowhere. More often than not the response was, we filled that weeks ago, or even, we don't about that job.

My advisor thought I taking the p**s, so I rang an employer she had found in front of her. Got the response job was filled days ago, at least that shut her up.

To be fair she wasn't the worst. Some old guy working there found me a great role 7 grand a year, would I be willing to move to other side of the country for that? All I could do was stare at this muppet, staggered that anyone could be that stupid.

The job database is a mess, because nobody gives a c**p about the unemployed. It simply there so ministers can pretend there a 100's of thousands of jobs that don't exist.

I found work in the end, I work now, but the useless jobcentre hindered that process, and did nothing more than get in my way and waste my time. Hopefully I will never have to deal with that incompetent bunch of clowns ever again.

Maybe the only way forward is to go back to the way it was done 30yrs ago!! Then job vacancies were advertised on a board in the job centre. If you found a job that was suitable you wrote down the reference number and hand in to the advisor who would subsequently ring up to arrange an interview. The result today would be advisor ringing up for 100's of fake jobs. They'd soon get tired of this and realise what a complete shambles the system of applying for 50+ jobs is !!

Yet another report from Channel 4 news...

    http://www.channel4.com/news/universal-jobmatch-duplicate-job-franchise-mp-concern-job
An investigation by Channel 4 News finds that as many as one-in-three jobs now advertised on the government's Universal Jobmatch website are suspect.

Of nearly 600,000 positions currently available, 118,000 are actually adverts for the Kleeneze door-to-door catalogue franchise while another 95,000 have duplicated job descriptions.
In the last year, one job description has appeared on the site 3,106 times.

Since March 2013 use of the Universal Jobmatch site has normally been mandatory for all Jobseekers Allowance claimants but, in recent weeks, concerns has grown about the quality of the site's adverts.

In February Channel 4 News found that 1 in 50 of the positions available had been posted by a Baptist deacon in Coventry who was unable to prove that they were real.

Yesterday, the former Welfare Reform Minister Frank Field called on the Secretary of State for Work and Pensions, Iain Duncan Smith, to "get a grip" on the Jobmatch service which is run by Monster.co.uk for the Department of Work and Pensions (DWP)

Field said the site was "bedevilled by fraud" and "out of control".

Multi-level-marketing franchises such as Kleeneze are prohibited under the terms of the Universal Jobmatch site. Their franchise opportunities have sign up fees of £95. Those who pay them get a cut of the catalogue sales they make, but there is no guarantee of income, and no minimum wage.

However, Channel 4 News found that some independent Kleeneze agents described franchise opportunities with the firm as "full-time" or "part-time". In fact, they are "self-employed" opportunities.

Under the terms of the Universal Jobmatch site, positions must pay the minimum wage.
    Franchise recruitment

Recruiting other representatives is central to the Kleeneze business model - which is one reason why established franchise holders may have used the Jobmatch site to find new business partners. These franchise holders are responsible for one in five of the ads on the entire site.
We crack down on those who don’t play by the rules Department of Work and Pensions
Kleeneze told Channel 4 News that it "provides individuals with the opportunity to run their own businesses and, in many cases, get back into work. Individual distributors, not Kleeneze, are responsible for posting their own adverts and we always make clear to them the requirements for any advertisement.

It continued: " Whenever alerted to any adverts which potentially do not meet guidelines, we review the issue and, if appropriate, have them removed. Neither Kleeneze, nor its parent, has provided any template for advertising on the Jobmatch site as individual distributors are responsible for the posting of their own adverts.

Channel 4 News also contacted the "UK Recruitment Service", which was responsible for posting an ad for "sales operatives" more than three thousands times, through its website which is registered anonymously though a firm in Arizona. It did not respond.

    The DWP told us:
"The vast majority of employers post genuine jobs, and we crack down on those who don’t play by the rules.

We also regularly monitor the site and remove jobs that don’t meet our rules, such as duplicate advertisements and franchise jobs.

"Universal Jobmatch revolutionises the way jobseekers look for work and it has already helped many jobseekers find the jobs they want through the millions of vacancies posted since 2012.

"The vast majority of employers post genuine jobs, and we crack down on those who don’t play by the rules. We also regularly monitor the site and remove jobs that don’t meet our rules, such as duplicate advertisements and franchise jobs."

Channel 4 News seem to be really emphasising this.

If it wasn;t for them, the Guardian and the Mirror, I would really worry.....

Yes, channel 4 calculate that one third of the "jobs" advertised are duplicates and HALF of the remaining "jobs" breach the DWP's own rules.

I did a bit of testing yesterday and found "job board enterprises"
The IT Job Board is a Dice Holdings, Inc. company. Dice Holdings, Inc. is a publicly traded company listed on the New York Exchange (Ticker: DHX)

Is it really credible that a company based in Des Moines, Iowa, is posting genuine jobs in Manchester?

Just got an Email from West Midlands Police, somewhat belatedly, saying that the information will be passed to the relevant department.

I'm hopeful that whoever the morons responsible for running UJM are arrested and spend several years in the clink.
