Crown wharf Walsall, disabled badge

Hi. I parked at crown wharf retail park in Walsall with my mother who has a disabled badge. It was on display when we left the vehicle but not on the way into or out of the car park when they take a picture of your car.
I didn't even realise you had to pay to be fair as there were no barriers and the signage was awful. The car park is owned by parking eye. I have been sent a charge through. I even went back the next day (mothercare were out of stock) so am expecting a 2nd charge.
I have read a lot of old information telling people to ignore these charges as it's a private contract not a fine etc. but I've also read that the law has changed. I'm aware that blue badges don't count in private land (I still want to ring the car park and be a 'customer checking if the car park is free for blue badges) but don't know what to do. I do not want to pay! I believe them to have engineered the car park to catch out those who are new there. What would people recommend?

Look at the sticky for newbies set the top of this section
But they must comply with the disability act and make reasonable adjustments for a start but as it's PE then GPEOL will suffice
Appeal then ask for a POPLA code if your appeal fails

as mentioned, you need to read that NEWBIES thread first
also, no car parks are "owned" by PE, they actually enforce parking there but they definitely do not own it, somebody else does, so whoever does own it (or manages it for the owner) are the people you should also complain to
BB are not valid on private car parks so always read the signage and try to comply
you will not win this on mitigation so you need to read up on the subject
there have been several other threads about that car park so use the forum search tool and find them, then follow their lead seeing as others have been through this before you

there are no barriers because you need a P&D ticket with your car reg on it and anpr clocks you in and out and is compared to the ticket
(a lack of a VALID ticket gets you this PCN and any others too)
as this is in england you must not IGNORE this , ignore has not been valid since OCT 2012 due to POFA 2012
