Parking eye - crown wharf - Walsall - New Year's Day

Sorry for jumping on someone else thread regarding this - I cannot see any information based on me thinking it was free parking on New Year's Day:
I got a letter from these people today?
I went here on New Year's Day arrived at 14:51 and left 15:37 so 45 mins.
With popping in on New Year's Day I did not purchase a ticket as I've never paid to park on a bank holiday or New Year's Day before in normal towns / cities.
Can anyone shed any info on if I can get this overturned as I've been on the website and it states nothing about bank holidays , it says you do pay to including Sundays but nothing about you having or not having to pay on bank holidays , surely it should state everything to be able to enforce a bank holiday payment for parking ?
Help would be great

I've had a look and nothing about New Year's Day and not paying to park.
I've also spent ages on google looking but nothing to answer my situation
Thanks0 -
I suspect you need to stop trying to find out the rules on private parking on a bank holiday and actually start to think about fighting this on the legalities , in this case your specific breaking of their so-called "rules" , then you fight fire with fire, as I do not believe you will win based on what may or may not happen on a bank holiday , especially not on private land where in theory you were "trespassing"
as for "your situation" , its exactly the same as any other member on here who received a private PCN, which is extensively covered in that NEWBIES thread

So it seems pay and never use the retail park again.
I'm just shocked they still charged on New Year's Day !0 -
pay ? nobody said that you should pay !
just soft appeal it to PE, get refused , get a popla code, go to popla , win , pay nothing - job done
did you not read the easy WALKTHROUGH by umkomaas listed in that newbies thread , or all the popla wins in the sticky thread with POPLA DECISIONS as its title ?0 -

The funniest post of 2014 so far on here! You've 'had a look' indeed! Oh, maybe I should add a new section specially about New Years Day shall I?!!So it seems pay and never use the retail park again.

The stupidest post so far too.
Can't you read advice? If English isn't your first language please do tell us.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:

Massive thanks for the help and advise so far guys , I've been told forums are where you go when you're unsure on something and need question answering.
I've spent far too long looking though this link , that link and another link and still nothing based on my situation, loads on my ticket did not have the correct number plate and I ran over by 10 minutes. Great if that was my situation hence why I made a post to ask.
I've not the time to waste hours and hours on the net as I have a job and a family who I'd rather spend time with instead of becoming a keyboard warrior.
Thanks for your help and support on something I could not find any info about with the great links that have nothing to do with my query0 -

Fair enough if you have no desire to save money, feel free to pay up.
There is no need but since you can't be bothered to find out the information you require, which is all there on the thread listed, then go ahead and throw your money away.0 -
hmmmm, if that is your belief then we cannot help you, because you cannot see the wood for the trees, your situation is irrelevant and I told you that earlier in the thread, but you have tunnel vision on the "what happened" scenario that you have completely missed the bigger picture due to the blinkers
coupon-mad also has a job and 4 kids and a house to support but still gives others great advice on several forums as well as doing the above , so no you are not unique and neither is your situation
you parked on private land , you did not conform with the signs and you did not buy a ticket, so you had a private PCN for your "sins". the day of this incident is irrelevant to everybody else but you, so we tell you to forget "what happened" and deal with it as if its just a normal day and use the correct procedures to defend yourself
but hey, its your PCN, not mine , not ours, so if you wish to ignore the above advice then go ahead because its your address that will get the begging letters and possibly court papers, which will then mean that you will have to spend a great deal of time on this regardless if you do not pay it
at the moment you have a way out, but the clock is ticking and soon there will become a time when its too late and all you will have then is the consequences of your assumptions and the cost of your not complying with parking signs on a private car park
we get dozens who have parked up and not bought a ticket every week , so I believe WE DO get situations like yours, but rarely are they bank holiday incidents "like yours"
so its down to you, either fight it soon or pay up, but very soon your options will be limited by your stubbornness

OK, just for you, here's the condensed version :
1. FORGET about the fact it was New Years Day - it's totally irrelevant.
2. Appeal to Parking Eye using whatever defence you like - maybe "The driver didn't believe that they had to pay for parking on Bank Holidays as per many council car parks"
3. Wait for the rejection and POPLA code and then appeal to POPLA on lack of contract and GPEOL."The darkest places in hell are reserved for those who maintain their neutrality in times of moral crisis." - Dante Alighieri0
