newbie and luddite here so please be patient
attended a retail park with limited parking spaces all full so parked in area with yellow hatched lines and clipped double yellow too
there are actually no parking charges for parking at the site however returned to the car to find pcn parking charge notice affixed to windscreen,in effect charging me for parking in a free car park as a matter of interest the car caused no obstruction to other car park users
I wonder if anyone has any advice

And that thread is very relevant to you, probably 90% of threads on private land is about free parking, and that thread is directly about thatWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

sense of humour been dented somewhat today,but thought I had breached some forum etiquette
I agree with relevance to a point but couldn't find anything specifically relating to the fact that ticket was issued for allegedly illegally parking out of their marked bays,perhaps I am expecting too much,as I say I am very green

This is the situation and I have resurrected this from an older thread.You have contravened one of their supposed t&c and are concentrating on "What have I done wrong? I haven't inconvenienced anyone". They believe they are acting with some legitimacy.
Our point is " regardless of the facts, PPCs are penalising motorists to a ludicrous extent to which they are not entitled and we concentrate on helping people based on that point"
Suppose you had been caught doing 35 mph in a 30 mph limit. You get to the Magistrates court and they say "Guilty. Lock him up for 2 years".
You would get a brief to appeal the sentence, not the verdict.
So that's the case here. You are appealing the "sentence" of £100 that does not fit the "crime",
So, you major on the "No genuine pre-estimate of loss" point.
Also, suppose the PPC didn't have the right to charge you 1p as they didn't have a valid contract with the landowner? So you demand that they produce the contract in question that actually specifies that they are allowed to charge you.
Going back to the "crime" of speeding. Suppose that there were no 30mph signs up and it wasn't obvious that you were in built up area. Would that be fair? So you challenge the signage of the park in question. Obviously the signage was inadequate or you would have seen it.
Basically, that's it in a nutshell.0 -

Please read the guidance again, completely forgetting the irrelevant detail such as what the excuse was for them issuing the fake PCN.
It doesn't matter!!
The appeal is the same and the POPLA winning points will be the same.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
