Got the job - but not the job i applied for!

I am hoping that somebody is able to give me some advice on the situation I find myself in.
Last year i responded to a job advert for a role which I was extremely interested in and would enable me to further my career in this specific line of work. The job was working for big public sector department.
I went through the whole recruitment process - was given specifics of the role etc etc.
Upon starting my new job, within the first week i found out that this wasnt the role that I applied for, and was in a completely different business area.
I have been in a fight with HR for some months now, and they are refusing to budge. HR have admitted some failings and did shorten my probation period - but thats all, which simply isnt good enough. Id just like the role that i applied for.
Since this issue, I have had to get occupational health involved as I am suffering with anxiety due to the role that I have been placed in.
I left a really good job for this role that i enjoyed doing, and seen this new role as good career progression - however its turned out to be the complete opposite, i feel ridiculously out of my comfort zone and feel like I have been conned.
Is there anything I can do? I have tried to sort this out with HR but they just arent having any of it. I have saved all the original documentation from Job Advert, role specifics, application form - literally everything, along with all correspondence I have had with HR since i flagged the issue up - some of which has been down right rude.
Any advice on here as to how to take this forward?

Yep - it said the same as my last post.
Its exactly the same grade and pay scale.

My contract and offer letter states "Officer" and then a department ( To which I would have had no reason to believe that this department wouldnt hold that role that I initially applied for).We’ve had to remove your signature. Sorry - That reply was for jobseeker..... as in the offer letter said the same thing as what i put in my last post made at 7:21pm in reply to you.
The job offer is correct - but I had no reason to believe that i was being posted to a different role in which i applied for. In essence, i have been placed into a completely different part of the business to that i originally applied for.0 -
Oh if the role on the offer letter was in a dept that was not the one you applied for did you take this up with the co before you confirmed the job offer?
No because I had no in depth knowledge of the organisation, I was none the wiser that it was a different department - if that makes sense?0 -

When did you first raise this with them? Day one?
Yeh, i raised it on day 1, and i have had months upon months of battling with HR. Its tiresome and its getting me down.
If i'd have known that they were going to be devious and post me to another role, I would have no way accepted it - and would have carried on quite happily in my previous organisation.0
